2323 SECTION 1. SHORT TITLE. 3
2424 This Act may be cited as the ‘‘Fighting Homelessness 4
2525 Through Services and Housing Act’’. 5

2929 SEC. 2. ESTABLISHMENT OF GRANT PROGRAM. 1
3030 (a) I
3131 NGENERAL.—The Administrator of the Health 2
3232 Resources and Services Administration (referred to in this 3
3333 section as the ‘‘Administrator’’), in consultation with the 4
3434 working group established under subsection (b), shall es-5
3535 tablish a grant program to award competitive grants to 6
3636 eligible entities for the planning and implementation of 7
3737 programs to address homelessness. 8

3939 ORKINGGROUP.—The Administrator shall es-9
4040 tablish an interagency working group to provide advice to 10
4141 the Administrator in carrying out the program under sub-11
4242 section (a). The working group shall include representa-12
4343 tives from the United States Interagency Council on 13
4444 Homelessness, Department of Education, Department of 14
4545 Health and Human Services, Department of Housing and 15
4646 Urban Development, Department of Labor, Department 16
4747 of Transportation, Department of Veterans Affairs, De-17
4848 partment of Agriculture, Department of the Treasury, De-18
4949 partment of Justice, and Bureau of Indian Affairs. 19

5353 MPLEMENTATION GRANTS .— 21
5454 (A) I
5555 N GENERAL.—Under the program 22
5656 under subsection (a), the Administrator shall 23
5757 award 5-year implementation grants to eligible 24
5858 entities to assist such entities in carrying out 25
5959 activities, and paying capital building costs, as-26

6464 ices to homeless individuals and families, in-2
6565 cluding homeless children and youths (as de-3
6666 fined by section 725 of the McKinney-Vento 4
6767 Homeless Assistance Act (42 U.S.C. 11434a)), 5
6868 or those at risk of becoming homeless. 6

7070 MOUNT.—The amount awarded to an 7
7171 entity under a grant under this paragraph shall 8
7272 not exceed $25,000,000. 9

7474 ATCHING REQUIREMENT .—With re-10
7575 spect to the costs of the activities to be carried 11
7676 out by an entity under a grant under this para-12
7777 graph, the entity shall make available (directly 13
7878 or through donations from public or private en-14
7979 tities) non-Federal contributions toward such 15
8080 costs in an amount that equals 25 percent of 16
8181 the amount of the grant. 17

8383 LANNING GRANTS.— 18
8484 (A) I
8585 N GENERAL.—Under the program 19
8686 under subsection (a), the Administrator shall 20
8787 award 1-year planning grants to eligible entities 21
8888 to assist such entities in developing comprehen-22
8989 sive plans to address homelessness in the com-23
9090 munities and regions served by such entities or 24
9191 to enhance the effectiveness of existing pro-25

9696 lies, including homeless children and youths (as 2
9797 defined by section 725 of the McKinney-Vento 3
9898 Homeless Assistance Act (42 U.S.C. 11434a)), 4
9999 or those at risk of becoming homeless. 5

101101 MOUNT.—The amount awarded to an 6
102102 entity under a grant under this paragraph shall 7
103103 not exceed $100,000, and such amount shall 8
104104 not be subject to any matching requirement. 9

106106 LIGIBILITY.— 10
107107 (1) I
108108 N GENERAL.—To be eligible to receive a 11
109109 grant under the program under subsection (a), an 12
110110 entity shall— 13
111111 (A) be a governmental entity (at the coun-14
112112 ty, city, regional, or locality level), Indian tribe, 15
113113 or tribal organization; 16
114114 (B) demonstrate that the capacity of the 17
115115 entity for providing services under the grant in-18
116116 cludes the ability to address mental health, sub-19
117117 stance use disorder and recovery services, dis-20
118118 abling or other chronic health conditions, edu-21
119119 cational and job training or employment out-22
120120 comes, and life skills needs (including financial 23
121121 literacy); and 24

126126 cation that includes an assurance that, in car-2
127127 rying out activities under the grant, the entity 3
128128 will— 4
129129 (i) ensure stable housing, intensive 5
130130 case management, and comprehensive serv-6
131131 ices that include, at minimum, mental 7
132132 health, substance use disorder treatment 8
133133 and recovery services, education and job 9
134134 training, age-appropriate services for chil-10
135135 dren, and life skills training (such as fi-11
136136 nancial literacy training); 12
137137 (ii) coordinate with the population to 13
138138 be served by the entity to ensure that sup-14
139139 portive services are tailored to meet the 15
140140 specific and actual needs of the individuals 16
141141 and families served; 17
142142 (iii) coordinate with local law enforce-18
143143 ment, courts (including specialized courts), 19
144144 probation, and other public services agen-20
145145 cies to conduct outreach and better iden-21
146146 tify at-risk or homeless populations that 22
147147 would benefit from services offered by the 23
148148 entity; 24

153153 tices to address the needs of the popu-2
154154 lations to be served; 3
155155 (v) provide services under the grant 4
156156 on-site or in-home as appropriate; 5
157157 (vi) provide assistance in addressing 6
158158 the transportation needs of individuals for 7
159159 services provided under the grant off-site; 8
160160 and 9
161161 (vii) comply with additional require-10
162162 ments, if the entity intends to serve fami-11
163163 lies with children under the grant, to en-12
164164 sure— 13
165165 (I) that services include chil-14
166166 dren’s behavioral and mental health 15
167167 services, early childhood education, 16
168168 regular and age-appropriate children’s 17
169169 programming and activities, child 18
170170 health, development, and nutrition 19
171171 screening (including coordination of 20
172172 medical and well-child services), and 21
173173 parenting classes and support pro-22
174174 grams; 23
175175 (II) in conditions where family 24
176176 housing is provided in a central facil-25

181181 mercial building, that a safe space for 2
182182 play and age-appropriate activities is 3
183183 available on-site and has regular 4
184184 hours of operation; and 5
185185 (III) that the entity has in place 6
186186 protocol for staff training and best 7
187187 practices to identify and prevent child 8
188188 trafficking, abuse, and neglect. 9
189189 (2) C
190190 ASE MANAGEMENT .—An entity receiving a 10
191191 grant under this section shall ensure that case man-11
192192 agement provided by the entity under the grant does 12
193193 not exceed a ratio of 1 caseworker to 20 cases. 13

195195 ARTNERSHIPS.—An entity may enter into 14
196196 a partnership with more than one provider that may 15
197197 include a local health agency, non-profit service pro-16
198198 viders, medical and mental health providers, housing 17
199199 providers, and other service providers as necessary. 18

201201 VERSIGHTREQUIREMENTS.— 19
202202 (1) A
203203 NNUAL REPORTS.—Not later than 1 year 20
204204 after the date on which a grant is received by an en-21
205205 tity under subsection (a), and annually thereafter 22
206206 for the term of the grant, such entity shall submit 23
207207 to the Administrator a report on the activities car-24
208208 ried out under the grant. Such report shall include, 25

212212 with respect to activities carried out under the grant 1
213213 in the community served, measures of outcomes re-2
214214 lating to— 3
215215 (A) whether individuals and families who 4
216216 are served continued to have housing and did 5
217217 not experience intermittent periods of homeless-6
218218 ness; 7
219219 (B) whether individuals and families who 8
220220 are served see improvements in their physical 9
221221 and mental health, have access to a specific pri-10
222222 mary care provider, promptly receive any need-11
223223 ed health care, and have a health care plan that 12
224224 meets their individual needs (including access to 13
225225 mental health and substance use treatment as 14
226226 applicable, and family-based treatment models); 15
227227 (C) whether children who are served are 16
228228 enrolled in school, attend regularly, and are re-17
229229 ceiving services to meet their educational needs; 18
230230 (D) whether children who are served have 19
231231 access to trauma-informed mental health care 20
232232 and screening for any mental and behavioral 21
233233 health needs, as well as other services to meet 22
234234 their needs, as appropriate; 23
235235 (E) how grant funds are used; and 24

242242 ULE OF CONSTRUCTION .—Nothing in this 3
243243 subsection shall be construed to condition the receipt 4
244244 of future housing and other services by individuals 5
245245 under the grant on the outcomes detailed in the re-6
246246 ports submitted under paragraph (1). 7

248248 EFINITION.—In this section, the terms ‘‘Indian 8
249249 tribe’’ and ‘‘tribal organization’’ have the meanings given 9
250250 such terms in section 4 of the Indian Self-Determination 10
251251 and Education Assistance Act (25 U.S.C. 5304) and shall 11
252252 include tribally designated housing entities (as defined in 12
253253 section 4(22) of the Native American Housing Assistance 13
254254 and Self-Determination Act of 1996 (25 U.S.C. 14
255255 4103(22))) and entities that serve Native Hawaiians (as 15
256256 defined in section 338K(c) of the Public Health Service 16
257257 Act (42 U.S.C. 254s(c))). 17
258258 (g) A
259259 UTHORIZATION OFAPPROPRIATIONS.—There is 18
260260 authorized to be appropriated to carry out this section, 19
261261 $1,000,000,000 for each of fiscal years 2023 through 20
262262 2028, of which— 21
263263 (1) not less than 5 percent of such funds shall 22
264264 be awarded to Indian tribes and tribal organizations; 23
265265 (2) $5,000,000 shall be made available for plan-24
266266 ning grants under subsection (c)(2); and 25
