17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Crop Insurance for 4
21	21	Future Farmers Act of 2023’’. 5
22	22	SEC. 2. CROP INSURANCE SUPPORT FOR BEGINNING FARM-6
23	23	ERS AND RANCHERS. 7

31	31	Federal Crop Insurance Act (7 U.S.C. 1502(b)(3)) 2
32	32	is amended by striking ‘‘5’’ and inserting ‘‘10’’. 3

34	34	ONFORMING AMENDMENT .—Section 4
35	35	522(c)(7) of the Federal Crop Insurance Act (7 5
36	36	U.S.C. 1522(c)(7)) is amended by striking subpara-6
37	37	graph (F). 7

39	39	NCREASE INASSISTANCE.—Section 508(e)(8) of 8
40	40	the Federal Crop Insurance Act (7 U.S.C. 1508(e)(8)) is 9
41	41	amended— 10
42	42	(1) by striking ‘‘Notwithstanding’’ and insert-11
43	43	ing the following: 12
44	44	‘‘(A) I
45	45	N GENERAL.—Notwithstanding’’; 13
46	46	(2) in subparagraph (A) (as so designated), by 14
47	47	striking ‘‘is 10 percentage points greater than’’ and 15
48	48	inserting ‘‘is the amount of percentage points speci-16
49	49	fied in subparagraph (B) greater than’’; and 17
50	50	(3) by adding at the end the following: 18
51	51	‘‘(B) P
52	52	ERCENTAGE POINTS ADJUST -19
53	53	MENTS.—The percentage points referred to in 20
54	54	subparagraph (A) are the following: 21
55	55	‘‘(i) For each of the first and second 22
56	56	reinsurance years that a beginning farmer 23
57	57	or rancher participates as a beginning 24

63	63	‘‘(ii) For the third reinsurance year 3
64	64	that a beginning farmer or rancher partici-4
65	65	pates as a beginning farmer or rancher in 5
66	66	the applicable policy or plan of insurance, 6

68	68	‘‘(iii) For the fourth reinsurance year 8
69	69	that a beginning farmer or rancher partici-9
70	70	pates as a beginning farmer or rancher in 10
71	71	the applicable policy or plan of insurance, 11
72	72	11 percentage points. 12
73	73	‘‘(iv) For each of the fifth through 13
74	74	tenth reinsurance years that a beginning 14
75	75	farmer or rancher participates as a begin-15
76	76	ning farmer or rancher in the applicable 16
77	77	policy or plan of insurance, 10 percentage 17
