To prohibit the Department of Defense from requiring con-
tractors to provide information relating to greenhouse
gas emissions.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Focus on the Mission 4
Act of 2023’’. 5

TO GREENHOUSE GAS EMISSIONS. 3
(a) D
EFINITIONS.—In this Act: 4
(1) G
REENHOUSE GAS.—The term ‘‘greenhouse 5
gas’’ means— 6
(A) carbon dioxide; 7
(B) methane; 8
(C) nitrous oxide; 9
(D) nitrogen trifluoride; 10
(E) hydrofluorocarbons; 11
(F) perfluorcarbons; or 12
(G) sulfur hexafluoride. 13

REENHOUSE GAS INVENTORY .—The term 14
‘‘greenhouse gas inventory’’ means a quantified list 15
of an entity’s annual greenhouse gas emissions. 16
(3) S
COPE 1 EMISSIONS.—The term ‘‘Scope 1 17
emissions’’ means direct greenhouse gas emissions 18
from sources that are owned or controlled by the re-19
porting entity. 20
(4) S
COPE 2 EMISSIONS.—The term ‘‘Scope 2 21
emissions’’ means indirect greenhouse gas emissions 22
associated with the generation of electricity, heating 23
and cooling, or steam, when these are purchased or 24
acquired for the reporting entity’s own consumption 25

but occur at sources owned or controlled by another 1
entity. 2

COPE 3 EMISSIONS.—The term ‘‘Scope 3 3
emissions’’ means greenhouse gas emissions, other 4
than those that are Scope 2 emissions, that are a 5
consequence of the operations of the reporting entity 6
but occur at sources other than those owned or con-7
trolled by the entity. 8
(b) P
ROHIBITION ON DISCLOSURE REQUIRE-9
MENTS.—The Secretary of Defense may not require the 10
recipient of a Federal contract to provide a greenhouse 11
gas inventory or to provide any other report on greenhouse 12
gas emissions, including Scope 1 emissions, Scope 2 emis-13
sions, or Scope 3 emissions. 14
