To amend title 10, United States Code, to authorize rep-
resentatives of veterans service organizations to partici-
pate in presentations to promote certain benefits avail-
able to veterans during preseparation counseling under
the Transition Assistance Program of the Department
of Defense, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘TAP Promotion Act’’. 4

SEC. 2. PRESENTATION TO PROMOTE BENEFITS AVAIL-1
ABLE TO VETERANS IN PRESEPARATION 2
COUNSELING UNDER THE TRANSITION AS-3
SISTANCE PROGRAM. 4
(a) I
NGENERAL.—Section 1142(b) of title 10, 5
United States Code, is amended by adding at the end the 6
following new paragraph: 7
‘‘(20) A presentation that promotes the benefits 8
available to veterans under the laws administered by 9
the Secretary of Veterans Affairs. Such presen-10
tation— 11
‘‘(A) shall be standardized; 12
‘‘(B) shall, before implementation, be re-13
viewed and approved by the Secretary of Vet-14
erans Affairs in collaboration with veterans 15
service organizations that provide claims assist-16
ance under the benefits delivery at discharge 17
program of the Department of Veterans Affairs; 18
‘‘(C) shall be submitted by the Secretary of 19
Veterans Affairs to the Committee on Veterans’ 20
Affairs of the Senate and the Committee on 21
Veterans’ Affairs of the House of Representa-22
tives for review at least 90 days before imple-23
mentation; 24
‘‘(D) where available, shall be presented 25
with the participation of— 26

‘‘(i) a representative of a veterans 1
service organization recognized under sec-2
tion 5902 of title 38; or 3
‘‘(ii) an individual— 4
‘‘(I) recognized under section 5
5903 of such title; and 6
‘‘(II) authorized by the Secretary 7
concerned to so participate; 8
‘‘(E) shall include information on how a 9
veterans service organization may assist the 10
member in filing a claim described in paragraph 11
(19); 12
‘‘(F) may not encourage the member to 13
join a particular veterans service organization; 14
and 15
‘‘(G) may not exceed one hour in dura-16
tion.’’. 17
(b) A
NNUALREPORT.—Not less than frequently than 18
once each year after the date of the enactment of this Act, 19
the Secretary of Veterans Affairs shall submit to the Com-20
mittee on Veterans’ Affairs of the Senate and the Com-21
mittee on Veterans’ Affairs of the House of Representa-22
tives a report that— 23
(1) identifies each veterans service organization 24
that participated in a presentation under paragraph 25

(20) of section 1142(b) of title 10, United States 1
Code, as added by subsection (a); 2
(2) contains the number of members of the 3
Armed Forces who attended such presentations; and 4
(3) includes any recommendations of the Sec-5
retary regarding changes to such presentation or to 6
such paragraph. 7
