| 135 | 135 | | qualifying service or survivor (as the case may be) 13 |

| 136 | 136 | | must demonstrate to the satisfaction of the Director 14 |
|---|
| 137 | 137 | | that the individual whose qualifying service upon 15 |
|---|
| 138 | 138 | | which the payment is based meets the criteria of 16 |
|---|
| 139 | 139 | | paragraph (1) or (2) of subsection (a). 17 |

| 141 | 141 | | ELIANCE ON RECORDS .—In carrying out 18 |

| 142 | 142 | | this subsection, in addition to any evidence provided 19 |

| 144 | 144 | | rely on records possessed by the United States Gov-21 |

| 148 | 148 | | the case of a survivor, the individual whose qualifying 24 |
