18	18	support the adoption of a voluntary streamlined permit-
19	19	ting and inspection process for authorities having juris-
20	20	diction over the permitting of qualifying distributed en-
21	21	ergy systems, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Streamlining Home 4
26	26	Installation of New Energies Act of 2023’’ or the ‘‘SHINE 5
27	27	Act of 2023’’. 6

36	36	EFINITIONS.—In this section: 5
37	37	(1) A
38	38	UTHORITY HAVING JURISDICTION .—The 6
39	39	term ‘‘authority having jurisdiction’’ means any 7
40	40	State, county, local, or Tribal office or official with 8
41	41	jurisdiction— 9
42	42	(A) to issue permits relating to qualifying 10
43	43	distributed energy systems; 11
44	44	(B) to conduct inspections to enforce the 12
45	45	requirements of a relevant code or standard re-13
46	46	lating to qualifying distributed energy systems; 14
47	47	or 15
48	48	(C) to approve the installation of, or the 16
49	49	equipment and materials used in the installa-17
50	50	tion of, qualifying distributed energy systems. 18

52	52	UALIFYING DISTRIBUTED ENERGY SYS -19
53	53	TEM.—The term ‘‘qualifying distributed energy sys-20
54	54	tem’’ means any equipment or materials installed in, 21
55	55	on, or near a residential building to support onsite 22
56	56	or local energy use, including— 23
57	57	(A) to generate electricity from distributed 24
58	58	renewable energy sources, including from— 25

63	63	lar solar energy technologies; and 2
64	64	(ii) wind power systems; 3
65	65	(B) to store and discharge electricity from 4
66	66	batteries with a capacity of at least 2 kilowatt 5
67	67	hours; 6
68	68	(C) to charge a plug-in electric drive vehi-7
69	69	cle at a power rate of at least 2 kilowatts; or 8
70	70	(D) to refuel a hydrogen fuel cell electric 9
71	71	vehicle. 10

73	73	ECRETARY.—The term ‘‘Secretary’’ means 11
74	74	the Secretary of Energy. 12
75	75	(b) P
76	76	ROGRAM.—Not later than 180 days after the 13
77	77	date of enactment of this Act, the Secretary, in consulta-14
78	78	tion with trade associations and other entities representing 15
79	79	distributed energy system installers and organizations rep-16
80	80	resenting State, local, and Tribal governments engaged in 17
81	81	permitting, shall carry out a program to further develop, 18
82	82	expand, and support the adoption of a voluntary stream-19
83	83	lined permitting and inspection process for authorities 20
84	84	having jurisdiction to use for the permitting of qualifying 21
85	85	distributed energy systems. 22

87	87	CTIVITIES OF THEPROGRAM.—In carrying out 23
88	88	the program established under subsection (b), the Sec-24
89	89	retary shall— 25

93	93	(1) further develop and expand an exemplary 1
94	94	streamlined permitting process that includes an on-2
95	95	line permitting platform— 3
96	96	(A) for expediting, standardizing, and 4
97	97	streamlining permitting; and 5
98	98	(B) that authorities having jurisdiction 6
99	99	may voluntarily use to receive, review, and ap-7
100	100	prove permit applications relating to qualifying 8
101	101	distributed energy systems; 9
102	102	(2) establish targets for the adoption of a 10
103	103	streamlined, expedited permitting process by au-11
104	104	thorities having jurisdiction; 12
105	105	(3) provide technical assistance and training di-13
106	106	rectly or indirectly to authorities having jurisdiction 14
107	107	on using and adopting the exemplary streamlined 15
108	108	permitting process described in paragraph (1), in-16
109	109	cluding the adoption of any necessary building codes; 17
110	110	(4) develop a voluntary inspection protocol and 18
111	111	related tools to expedite, standardize, and streamline 19
112	112	the inspection of qualifying distributed energy sys-20
113	113	tems, including— 21
114	114	(A) by investigating the potential for using 22
115	115	remote inspections; 23
116	116	(B) by investigating the potential for sam-24
117	117	ple-based inspection for distributed energy sys-25

122	122	of high-quality work; and 2
123	123	(C) by investigating opportunities to inte-3
124	124	grate the voluntary inspection protocol into the 4
125	125	online permitting platform described in para-5
126	126	graph (1) and the platforms of government 6
127	127	software providers; and 7
128	128	(5) take any other action to expedite, stand-8
129	129	ardize, streamline, or improve the process for per-9
130	130	mitting, inspecting, or interconnecting qualifying 10
131	131	distributed energy systems. 11
132	132	(d) S
133	133	UPPORTSERVICES.—The Secretary shall— 12
134	134	(1) support the provision of technical assistance 13
135	135	to authorities having jurisdiction, any administrator 14
136	136	of the online permitting platform described in sub-15
137	137	section (c)(1), government software providers, and 16
138	138	any other entity determined appropriate by the Sec-17
139	139	retary in carrying out the activities described in sub-18
140	140	section (c); and 19
141	141	(2) provide such financial assistance as the Sec-20
142	142	retary determines appropriate from any funds appro-21
143	143	priated to carry out this section. 22

151	151	authorities having jurisdiction that implement the 2
152	152	exemplary streamlined permitting process described 3
153	153	in subsection (c)(1). 4

155	155	ROCESS.—The Secretary may confer a cer-5
156	156	tification under paragraph (1) through existing pro-6
157	157	grams within the Department of Energy. 7

159	159	RIZES.—The Secretary may award prizes 8
160	160	to authorities having jurisdiction, using funds appro-9
161	161	priated to the Secretary to carry out this section, to 10
162	162	encourage authorities having jurisdiction to adopt 11
163	163	the exemplary streamlined permitting process or the 12
164	164	voluntary inspection protocol established under para-13
165	165	graphs (1) and (4) of subsection (c), respectively. 14

167	167	UTHORIZATION OF APPROPRIATIONS.—There is 15
168	168	authorized to be appropriated to the Secretary to carry 16
169	169	out this section $20,000,000 for each of fiscal years 2024 17
170	170	through 2027. 18
