To amend Public Law 88–657 to require greater trans-
parency in the consideration of projects for the Forest
Service Legacy Road and Trail Remediation Program,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Transparency in Leg-4
acy Road and Trail Remediation Act of 2023’’. 5

SEC. 2. FOREST SERVICE LEGACY ROAD AND TRAIL REME-1
DIATION PROGRAM TRANSPARENCY. 2
Section 8 of Public Law 88–657 (16 U.S.C. 538a) 3
is amended— 4
(1) in subsection (c)(2)— 5
(A) by striking subparagraph (B) and in-6
serting the following: 7
‘‘(B) solicit and consider public input re-8
gionally in selecting projects for funding under 9
the Program by— 10
‘‘(i) publishing annually, for each re-11
gion, a list of projects considered for fund-12
ing under the Program; 13
‘‘(ii) accepting public comment on the 14
projects described in clause (i); and 15
‘‘(iii) considering public comments in 16
selecting projects for funding under the 17
Program;’’; and 18
(B) in subparagraph (D)— 19
(i) in the matter preceding clause (i), 20
by inserting ‘‘annually, for each region,’’ 21
before ‘‘publish’’; and 22
(ii) by striking clause (ii) and insert-23
ing the following: 24
‘‘(ii) a list that includes a description 25
of— 26

‘‘(I) each project considered for 1
funding under the Program; 2
‘‘(II) public comments received 3
on each project described in subclause 4
(I); 5
‘‘(III) the ranking within the ap-6
plicable region of each project de-7
scribed in subclause (I); and 8
‘‘(IV) the proposed outcome of 9
each project funded under the Pro-10
gram for the applicable fiscal year.’’; 11
and 12
(2) by adding at the end the following: 13
‘‘(f) D
EFINITION OFREGION.—In this section, the 14
term ‘region’ means one of the 9 regions of the Forest 15
Service.’’. 16
