146	146	It shall be the policy of the United States to fully 16
147	147	implement and enforce sanctions against terrorism in 17
148	148	order to counter the activities of Hamas, including by de-18
149	149	nying members or affiliates of Hamas the ability to oper-19
150	150	ate or reside in the territories of allied countries. 20
151	151	SEC. 103. REPORT ON PROVISION OF SERVICES TO MEM-21
152	152	BERS OR AFFILIATES OF HAMAS IN ALLIED 22

171	171	the date of the enactment of this Act, and annually 10
172	172	thereafter, the Secretary of State, in consultation 11
173	173	with the Secretary of the Treasury, shall submit to 12
174	174	the Committee on Foreign Relations of the Senate 13
175	175	and the Committee on Foreign Affairs of the House 14
176	176	of Representatives a report on the provision of serv-15
177	177	ices to members or affiliates of Hamas in allied 16
178	178	countries. 17
179	179	(2) E
180	180	LEMENTS.—The report required by para-18
181	181	graph (1) shall include— 19
182	182	(A) a list of allied countries in the territory 20
183	183	of which members or affiliates of Hamas are 21
184	184	known to operate or reside; 22
185	185	(B) a list of any foreign persons in an al-23
186	186	lied country that provide services to members or 24
187	187	affiliates of Hamas, including— 25

208	208	United States diplomats to encourage countries 18
209	209	on the list required by subparagraph (A) to 19
210	210	cease allowing members or affiliates of Hamas 20
211	211	to operate or reside in those countries. 21

216	216	the sanctions described in paragraph (2) with re-24

224	224	scribed in this paragraph are— 4
225	225	(A) the sanctions applicable under Execu-5
226	226	tive Order 13224 (50 U.S.C. 1701 note; relat-6
227	227	ing to blocking property and prohibiting trans-7
228	228	actions with persons who commit, threaten to 8
229	229	commit, or support terrorism); and 9
230	230	(B) inclusion on the list of specially des-10
231	231	ignated nationals and blocked persons main-11
232	232	tained by the Office of Foreign Assets Control 12
233	233	of the Department of the Treasury. 13

254	254	lations, or the Foreign Terrorist Organizations Sanctions 5
255	255	Regulations under part 597 of that title. 6

257	257	PPLICATION TOEXISTINGACTIONS.—Any ac-7
258	258	tion described in subsection (c) that was taken before the 8
259	259	date of the enactment of this Act is rescinded. 9
260	260	(c) A
261	261	CTIONSDESCRIBED.—An action described in 10
262	262	this subsection is an action that reduces the application 11
263	263	of the Global Terrorism Sanctions Regulations under part 12
264	264	594 of title 31, Code of Federal Regulations, or the For-13
265	265	eign Terrorist Organizations Sanctions Regulations under 14
266	266	part 597 of that title, including— 15
267	267	(1) any termination or waiver of the application 16
268	268	of sanctions; 17
269	269	(2) any licensing action; or 18
270	270	(3) any removal of any person from the list of 19
271	271	specially designated nationals and blocked persons 20
272	272	maintained by the Office of Foreign Assets Control 21
273	273	of the Department of the Treasury. 22
274	274	SEC. 202. LIMITATION ON ASSISTANCE TO THE GAZA STRIP. 23

276	276	NGENERAL.—None of the funds described in 24
277	277	subsection (b) may be obligated or expended unless the 25

344	344	LEMENTS.—The report required by para-6
345	345	graph (1) shall include the following: 7
346	346	(A) A list of foreign persons that— 8
347	347	(i) knowingly conducted or facilitated 9
348	348	any significant financial transaction with a 10
349	349	foreign person relating to funds trans-11
350	350	ferred by foreign persons relating to any 12
351	351	agreement between the United States and 13
352	352	the Islamic Republic of Iran between Janu-14
353	353	ary 1, 2023, and the date of the enactment 15
354	354	of this Act, that would be subject to the re-16
355	355	strictions described in section 1245(d) of 17
356	356	the National Defense Authorization Act for 18
357	357	Fiscal Year 2012 (22 U.S.C. 8513a(d)) 19
358	358	but for the issuance of a waiver under 20
359	359	paragraph (5) of that section; 21
360	360	(ii) knowingly conducted or facilitated 22
361	361	any significant financial transaction with 23
362	362	the Central Bank of Iran or another Ira-24
363	363	nian financial institution subject to sanc-25

373	373	actions involving the exchange of Special 7
374	374	Drawing Rights issued by the Inter-8
375	375	national Monetary Fund and held by or al-9
376	376	located to the Islamic Republic of Iran into 10
377	377	United States dollars or another foreign 11
378	378	currency. 12
379	379	(B) An identification of any vessel that 13
380	380	was knowingly used by a foreign person for the 14
381	381	transportation of petroleum or petroleum prod-15
382	382	ucts from the Islamic Republic of Iran, includ-16
383	383	ing the following information for the vessel: 17
384	384	(i) The International Maritime Orga-18
385	385	nization number of the vessel. 19
386	386	(ii) The vessel identification number. 20
387	387	(iii) The current name and any past 21
388	388	name of the vessel. 22
389	389	(iv) Any maritime classification soci-23
390	390	ety providing services for the vessel. 24

419	419	issuance of any waiver or license, including General 24

428	428	institution on the most recent list required by sub-5

433	433	ecutive Order 13382 (50 U.S.C. 1701 note; re-9
434	434	lating to blocking property of weapons of mass 10
435	435	destruction proliferators and their supporters) 11
436	436	with respect to— 12
437	437	(i) each vessel identified under sub-13
438	438	section (a)(2)(B); and 14
439	439	(ii) each owner or operator of such a 15
