174174 the Committee on Foreign Relations of the Senate 13
175175 and the Committee on Foreign Affairs of the House 14
176176 of Representatives a report on the provision of serv-15
177177 ices to members or affiliates of Hamas in allied 16
178178 countries. 17

180180 LEMENTS.—The report required by para-18
181181 graph (1) shall include— 19
182182 (A) a list of allied countries in the territory 20
183183 of which members or affiliates of Hamas are 21
184184 known to operate or reside; 22
185185 (B) a list of any foreign persons in an al-23
186186 lied country that provide services to members or 24
187187 affiliates of Hamas, including— 25

226226 tive Order 13224 (50 U.S.C. 1701 note; relat-6
227227 ing to blocking property and prohibiting trans-7
228228 actions with persons who commit, threaten to 8
229229 commit, or support terrorism); and 9
230230 (B) inclusion on the list of specially des-10
231231 ignated nationals and blocked persons main-11
232232 tained by the Office of Foreign Assets Control 12
233233 of the Department of the Treasury. 13

257257 PPLICATION TOEXISTINGACTIONS.—Any ac-7
258258 tion described in subsection (c) that was taken before the 8
259259 date of the enactment of this Act is rescinded. 9
260260 (c) A
261261 CTIONSDESCRIBED.—An action described in 10
262262 this subsection is an action that reduces the application 11
263263 of the Global Terrorism Sanctions Regulations under part 12
264264 594 of title 31, Code of Federal Regulations, or the For-13
265265 eign Terrorist Organizations Sanctions Regulations under 14
266266 part 597 of that title, including— 15
267267 (1) any termination or waiver of the application 16
268268 of sanctions; 17
269269 (2) any licensing action; or 18
270270 (3) any removal of any person from the list of 19
271271 specially designated nationals and blocked persons 20
272272 maintained by the Office of Foreign Assets Control 21
273273 of the Department of the Treasury. 22
274274 SEC. 202. LIMITATION ON ASSISTANCE TO THE GAZA STRIP. 23

276276 NGENERAL.—None of the funds described in 24
277277 subsection (b) may be obligated or expended unless the 25

293293 Near East, to any successor or related entity, or to 12
294294 the regular budget of the United Nations for the 13

346346 (A) A list of foreign persons that— 8
347347 (i) knowingly conducted or facilitated 9
348348 any significant financial transaction with a 10
349349 foreign person relating to funds trans-11
350350 ferred by foreign persons relating to any 12
351351 agreement between the United States and 13
352352 the Islamic Republic of Iran between Janu-14
353353 ary 1, 2023, and the date of the enactment 15
354354 of this Act, that would be subject to the re-16
355355 strictions described in section 1245(d) of 17
356356 the National Defense Authorization Act for 18
357357 Fiscal Year 2012 (22 U.S.C. 8513a(d)) 19
358358 but for the issuance of a waiver under 20
359359 paragraph (5) of that section; 21
360360 (ii) knowingly conducted or facilitated 22
361361 any significant financial transaction with 23
362362 the Central Bank of Iran or another Ira-24
363363 nian financial institution subject to sanc-25

373373 actions involving the exchange of Special 7
374374 Drawing Rights issued by the Inter-8
375375 national Monetary Fund and held by or al-9
376376 located to the Islamic Republic of Iran into 10
377377 United States dollars or another foreign 11
378378 currency. 12
379379 (B) An identification of any vessel that 13
380380 was knowingly used by a foreign person for the 14
381381 transportation of petroleum or petroleum prod-15
382382 ucts from the Islamic Republic of Iran, includ-16
383383 ing the following information for the vessel: 17
384384 (i) The International Maritime Orga-18
385385 nization number of the vessel. 19
386386 (ii) The vessel identification number. 20
387387 (iii) The current name and any past 21
388388 name of the vessel. 22
389389 (iv) Any maritime classification soci-23
390390 ety providing services for the vessel. 24

401401 Secretary of State to engage maritime classi-8
402402 fication societies identified under subparagraph 9
403403 (B)(iv), and foreign governments that allow ves-10
404404 sels described in subparagraph (B) to fly their 11
405405 flag, to ensure those societies and govern-12
406406 ments— 13
407407 (i) are fully aware of the sanctions, fi-14
408408 nancial crimes, and reputational risks in-15
409409 volved in continuing to provide services to 16
410410 such vessels or to allow such vessels to fly 17

418418 RANSACTIONS.—Notwithstanding the 23
419419 issuance of any waiver or license, including General 24
420420 License 8 issued by the Office of Foreign Assets 25

429429 section (a)(2)(A). 6

431431 ESSELS.—The President shall— 7
432432 (A) impose the sanctions described in Ex-8
433433 ecutive Order 13382 (50 U.S.C. 1701 note; re-9
434434 lating to blocking property of weapons of mass 10
435435 destruction proliferators and their supporters) 11
436436 with respect to— 12
437437 (i) each vessel identified under sub-13
438438 section (a)(2)(B); and 14
439439 (ii) each owner or operator of such a 15
440440 vessel identified under clause (vii) of that 16
441441 subsection; and 17
442442 (B) include each such vessel, owner, and 18
443443 operator on the list of specially designated na-19
444444 tionals and blocked persons maintained by the 20
445445 Office of Foreign Assets Control of the Depart-21
446446 ment of the Treasury. 22

642642 BY IRANIAN-FUNDED TERRORIST GROUPS. 14

645645 date of enactment of this Act, and annually thereafter, 16
646646 the President shall submit to the congressional defense 17

650650 shields by Iranian funded terrorist groups. 21
