A BILL
To amend the Federal Crop Insurance Act to require re-
search and development on frost or cold weather insur-
ance, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Temperature Endorse-4
ment for Multiperil Policies Act of 2023’’ or the ‘‘TEMP 5
Act of 2023’’. 6

WEATHER INSURANCE. 2
Section 522(c) of the Federal Crop Insurance Act (7 3
U.S.C. 1522(c)) is amended by adding at the end the fol-4
lowing: 5
‘‘(20) F
ROST OR COLD WEATHER INSUR -6
ANCE.— 7
‘‘(A) I
N GENERAL.—The Corporation shall 8
carry out research and development, or offer to 9
enter into 1 or more contracts with 1 or more 10
qualified persons to carry out research and de-11
velopment, regarding an index-based policy to 12
insure crops (including tomatoes, peppers, sug-13
arcane, strawberries, melons, citrus, peaches, 14
blueberries, and any other crop) on a nationally 15
available basis against losses due to a frost or 16
cold weather event. 17
‘‘(B) R
ESEARCH AND DEVELOPMENT .— 18
Research and development under subparagraph 19
(A) shall— 20
‘‘(i) evaluate the effectiveness of risk 21
management tools, such as the use of an 22
index, with respect to low frequency and 23
catastrophic loss weather events; and 24
‘‘(ii) result in a policy that provides 25
protection for at least 1 of the following: 26

‘‘(II) Revenue loss. 2

EPORT.—Not later than 1 year 3
after the date of enactment of this paragraph, 4
the Corporation shall submit to the Committee 5
on Agriculture, Nutrition, and Forestry of the 6
Senate and the Committee on Agriculture of 7
the House of Representatives a report that de-8
scribes— 9
‘‘(i) the results of the research and 10
development carried out under this para-11
graph; and 12
‘‘(ii) any recommendations with re-13
spect to those results.’’. 14
