3232 STABLISHMENT OF TIGERTEAM.— 3
3333 (1) I
3434 N GENERAL.—Not later than 60 days after 4
3535 the date of the enactment of this Act, the Secretary 5
3636 of Defense shall establish a team (commonly known 6
3737 as a ‘‘tiger team’’ and referred to in this section as 7
3838 the ‘‘Tiger Team’’) responsible for conducting out-8
3939 reach to build awareness among former members of 9
4040 the Armed Forces of the process established pursu-10
4141 ant to section 527 of the National Defense Author-11
4242 ization Act for Fiscal Year 2020 (Public Law 116– 12
4343 92; 10 U.S.C. 1552 note) for the review of discharge 13
4444 characterizations by appropriate discharge boards. 14
4545 The Tiger Team shall consist of appropriate per-15
4646 sonnel of the Department of Defense assigned to the 16
4747 Tiger Team by the Secretary for purposes of this 17
4848 section. 18

5050 IGER TEAM LEADER.—One of the individ-19
5151 uals assigned to the Tiger Team under paragraph 20
5252 (1) shall be a senior-level officer or employee of the 21
5353 Department who shall serve as the lead official of 22
5454 the Tiger Team (in this section referred to as the 23
5555 ‘‘Tiger Team Leader’’) and who shall be accountable 24
5656 for the activities of the Tiger Team under this sec-25
5757 tion. 26

6161 (3) REPORT ON COMPOSITION .—Not later than 1
6262 90 days after the date of the enactment of this Act, 2
6363 the Secretary shall submit to Congress a report set-3
6464 ting forth the names of the personnel of the Depart-4
6565 ment assigned to the Tiger Team pursuant to this 5
6666 subsection, including the positions to which such 6
6767 personnel are assigned. The report shall specify the 7
6868 name of the individual assigned as Tiger Team 8
6969 Leader. 9

7373 N GENERAL.—The Tiger Team shall con-11
7474 duct outreach to build awareness among veterans of 12
7575 the process established pursuant to section 527 of 13
7676 the National Defense Authorization Act for Fiscal 14
7777 Year 2020 for the review of discharge characteriza-15
7878 tions by appropriate discharge boards. 16

8080 OLLABORATION.—In conducting activities 17
8181 under this subsection, the Tiger Team Leader shall 18
8282 identify appropriate external stakeholders with 19
8383 whom the Tiger Team shall work to carry out such 20
8484 activities. Such stakeholders shall include the fol-21
8585 lowing: 22
8686 (A) The Secretary of Veterans Affairs. 23
8787 (B) The Archivist of the United States. 24

9696 NITIAL REPORT.—Not later than 210 days 5
9797 after the date of the enactment of this Act, the Sec-6
9898 retary of Defense shall submit to Congress the fol-7
9999 lowing: 8
100100 (A) A plan setting forth the following: 9
101101 (i) A description of the manner in 10
102102 which the Secretary, working through the 11
103103 Tiger Team and in collaboration with ex-12
104104 ternal stakeholders described in paragraph 13
105105 (2), shall identify individuals who meet the 14
106106 criteria in section 527(b) of the National 15
107107 Defense Authorization Act for Fiscal Year 16
108108 2020 for review of discharge characteriza-17
109109 tion. 18
110110 (ii) A description of the manner in 19
111111 which the Secretary, working through the 20
112112 Tiger Team and in collaboration with the 21
113113 external stakeholders, shall improve out-22
114114 reach to individuals who meet the criteria 23
115115 in section 527(b) of the National Defense 24
116116 Authorization Act for Fiscal Year 2020 for 25

129129 acterizations. 10
130130 (B) A description of the manner in which 11
131131 the work described in clauses (i) and (ii) of sub-12
132132 paragraph (A) will be carried out, including an 13
133133 allocation of the work among the Tiger Team 14
134134 and the external stakeholders. 15
135135 (C) A schedule for the implementation, 16
136136 carrying out, and completion of the plan re-17
137137 quired under subparagraph (A). 18
138138 (D) A description of the additional fund-19
139139 ing, personnel, or other resources of the De-20
140140 partment required to carry out the plan re-21
141141 quired under subparagraph (A), including any 22
142142 modification of applicable statutory or adminis-23
143143 trative authorities. 24

150150 plement and carry out the plan submitted under 2
151151 subparagraph (A) of paragraph (3) in accord-3
152152 ance with the schedule submitted under sub-4
153153 paragraph (C) of that paragraph. 5

155155 PDATES.—Not less frequently than 6
156156 once every 90 days after the submittal of the 7
157157 report under paragraph (3), the Tiger Team 8
158158 shall submit to Congress an update on the car-9
159159 rying out of the plan submitted under subpara-10
160160 graph (A) of that paragraph. 11

162162 INAL REPORT.—Not later than 3 years 12
163163 after the date of the enactment of this Act, the 13
164164 Tiger Team shall submit to the Committees on 14
165165 Armed Services of the Senate and the House of Rep-15
166166 resentatives a final report on the activities of the 16
167167 Tiger Team under this subsection. The report shall 17
168168 set forth the following: 18
169169 (A) The number of individuals discharged 19
170170 under former section 654 or a similar policy 20
171171 prior to the enactment of former section 654. 21
172172 (B) The number of individuals described in 22
173173 subparagraph (A) who availed themselves of a 23
174174 review of discharge characterization (whether 24
175175 through discharge review or correction of mili-25

187187 process established pursuant to section 527 of 9
188188 the National Defense Authorization Act for Fis-10
189189 cal Year 2020. 11
190190 (E) The number of individuals described in 12
191191 subparagraph (D) whose review of discharge 13
192192 characterization resulted in a change of charac-14
193193 terization to honorable discharge. 15
194194 (F) The total number of individuals de-16
195195 scribed in subparagraph (A), including individ-17
196196 uals also covered by subparagraph (E), whose 18
197197 review of discharge characterization since Sep-19
198198 tember 20, 2011, resulted in a change of char-20
199199 acterization to honorable discharge. 21

201201 ERMINATION.—On the date that is 60 22
202202 days after the date on which the final report re-23
203203 quired by paragraph (5) is submitted, the Secretary 24
204204 shall terminate the Tiger Team. 25

210210 EVIEW.—The Secretary of Defense shall 2
211211 conduct a review of the consistency and uniformity 3
212212 of the reviews conducted pursuant to section 527 of 4
213213 the National Defense Authorization Act for Fiscal 5
214214 Year 2020. 6
215215 (2) R
216216 EPORTS.—Not later than 270 days after 7
217217 the date of the enactment of this Act, and each year 8
218218 thereafter for a four-year period, the Secretary of 9
219219 Defense shall submit to Congress a report on the re-10
220220 views under paragraph (1). Such reports shall in-11
221221 clude any comments or recommendations for contin-12
222222 ued actions. 13

224224 ORMERSECTION654 DEFINED.—In this sec-14
225225 tion, the term ‘‘former section 654’’ means section 654 15
226226 of title 10, United States Code, as in effect before such 16
227227 section was repealed pursuant to Public Law 111–321 (10 17
228228 U.S.C. 654 note). 18
229229 SEC. 3. RELIEF FOR IMPACTED FORMER MEMBERS. 19

231231 EVIEW OFDISCHARGE.— 20
232232 (1) I
233233 N GENERAL.—The Secretary of Defense 21
234234 shall review and update existing guidance to ensure 22
235235 that the appropriate discharge board for the military 23
236236 departments concerned shall review a discharge 24
237237 characterization of the covered member as required 25

243243 a covered member, or their representative, notwith-3
244244 standing any requirements to provide documentation 4
245245 necessary to initiate a review of a discharge charac-5
246246 terization. 6

248248 XCEPTION.—The appropriate discharge 7
249249 board for the military departments concerned shall 8
250250 not be required to initiate a request for a review of 9
251251 a discharge as described in paragraph (1) if there is 10
252252 evidence available to the discharge board that is un-11
253253 related to the material request of the covered mem-12
254254 ber or the representative of the covered member but 13
255255 that would have reasonably substantiated the dis-14
256256 charge decision of the military department. 15

258258 ETERANSBENEFITS.— 16

260260 FFECTIVE DATE OF CHANGE OF CHARAC -17
261261 TERIZATION FOR VETERANS BENEFITS .—For pur-18
262262 poses of the provision of benefits to which veterans 19
263263 are entitled under the laws administered by the Sec-20
264264 retary of Veterans Affairs to a covered member 21
265265 whose discharge characterization is changed pursu-22
266266 ant to section 527 of the National Defense Author-23
267267 ization Act for Fiscal Year 2020 (Public Law 116– 24
268268 92; 10 U.S.C. 1552 note), the date of discharge of 25

276276 ULE OF CONSTRUCTION .—Nothing in this 4
277277 subsection shall be construed to authorize any ben-5
278278 efit to a covered member in connection with the 6
279279 change of discharge characterization of the member 7
280280 under section 527 of the National Defense Author-8
281281 ization Act for Fiscal Year 2020 (Public Law 116– 9
282282 92; 10 U.S.C. 1552 note) for any period before the 10
283283 effective date of the change of discharge character-11
284284 ization. 12
