19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Space National Guard 4
23	23	Establishment Act of 2024’’. 5
24	24	SEC. 2. ESTABLISHMENT OF SPACE NATIONAL GUARD. 6
25	25	(a) E
26	26	STABLISHMENT.— 7
27	27	(1) I
28	28	N GENERAL.—There is established a Space 8
29	29	National Guard that is part of the organized militia 9

34	34	and the District of Columbia— 2
35	35	(A) in which the Space Force operates; 3
36	36	and 4
37	37	(B) active and inactive. 5

39	39	ESERVE COMPONENT .—There is estab-6
40	40	lished a Space National Guard of the United States 7
41	41	that is the reserve component of the United States 8
42	42	Space Force all of whose members are members of 9
43	43	the Space National Guard. 10
44	44	(b) C
45	45	OMPOSITION.—The Space National Guard shall 11
46	46	be composed of the Space National Guard forces of the 12
47	47	several States and Territories, Puerto Rico, and the Dis-13
48	48	trict of Columbia— 14
49	49	(1) in which the Space Force operates; and 15
50	50	(2) active and inactive. 16
51	51	SEC. 3. NO EFFECT ON MILITARY INSTALLATIONS. 17
52	52	Nothing in this Act, or the amendments made by this 18
53	53	Act, shall be construed to authorize or require the reloca-19
54	54	tion of any facility, infrastructure, or military installation 20
55	55	of the Space National Guard or Air National Guard. 21
56	56	SEC. 4. IMPLEMENTATION OF SPACE NATIONAL GUARD. 22

58	58	EQUIREMENT.—Except as specifically provided 23
59	59	by this Act, the Secretary of the Air Force and the Chief 24
60	60	of the National Guard Bureau shall implement this Act, 25

65	65	year after the date of the enactment of this Act. 2

67	67	RIEFINGREQUIRED.— 3

69	69	N GENERAL.—Not later than 90 days after 4
70	70	the date of the enactment of this Act, and annually 5
71	71	for the five subsequent years, the Secretary of the 6
72	72	Air Force, the Chief of the Space Force, and the 7
73	73	Chief of the National Guard Bureau shall jointly 8
74	74	provide to the congressional defense committees a 9
75	75	briefing on the status of the implementation of the 10
76	76	Space National Guard pursuant to this Act and the 11
77	77	amendments made by this Act. 12
78	78	(2) E
79	79	LEMENTS.—The briefing required by 13
80	80	paragraph (1) shall address— 14
81	81	(A) the current missions, operations and 15
82	82	activities, personnel requirements and status, 16
83	83	and budget and funding requirements and sta-17
84	84	tus of the Space National Guard; and 18
85	85	(B) such other matters with respect to the 19
86	86	implementation and operation of the Space Na-20
87	87	tional Guard as the Secretary and the Chiefs 21
88	88	jointly determine appropriate to keep Congress 22
89	89	fully and currently informed on the status of 23
90	90	the implementation of the Space National 24
91	91	Guard. 25

120	120	‘‘(7) The term ‘Space National Guard of the 24
121	121	United States’ means the reserve component of the 25

173	173	tions of the Space National Guard; and 21
174	174	‘‘(2) members of the Space National Guard who 22
175	175	are also Reserves of the Space Force. 23
