1678-(A) credible information exists that the per-15
1679-son did not engage in the activity for which 16

1682-significant change in behavior, has paid an ap-19
1683-propriate consequence for the activity for which 20
1684-sanctions were imposed, and has credibly com-21
1685-mitted to not engage in an activity described in 22

1698-SEC. 10. RESOURCES FOR SANCTIONS IMPLEMENTATION AT 8
1699-THE DEPARTMENT OF STATE. 9

1701-ENSE OFCONGRESS.—It is the sense of Congress 10
1702-that sanctions are a vital foreign policy and national secu-11
1703-rity tool, and as such, it is critical that the Department 12
1704-of State and other agencies with responsibilities relating to 13
1705-sanctions across the executive branch— 14
1706-(1) are fully staffed, including through the 15
1707-prompt confirmation by the Senate of a qualified 16
1708-head of the Office of Sanctions Coordination of the 17
1709-Department of State; and 18
1710-(2) have the resources and infrastructure nec-19
1711-essary for the successful development and implementa-20
1712-tion of sanctions. 21

1727-(2) equipping bureaus involved in drafting and 8
1728-reviewing evidentiary packages to support such des-9
1729-ignations with sufficient technical resources to do so, 10
1730-including an adequate number of workstations that 11
1731-can be used to review classified information; and 12
1732-(3) increasing the number of personnel dedicated 13
1733-to making and reviewing such designations. 14

1737-Act, the Secretary of State shall submit to the appropriate 17
1738-congressional committees a report describing steps the De-18

1740-ability of the Department to support the designation of per-20
1741-sons for the imposition of sanctions. 21

1744-authorized to be appropriated to the Secretary of State for 23

1754-date of the enactment this Act, the Secretary of State, in 5

1756-ing on subject-matter experts including economists and stat-7
1757-isticians from the Department of State and the Department 8
1758-of the Treasury, shall submit to the appropriate congres-9
1759-sional committees a report on the impacts on the Islamic 10
1760-Republic of Iran of sanctions imposed by the United States. 11

1762-LEMENTS.—The report required by subsection (a) 12
1763-shall include an assessment of the following: 13
1764-(1) The impact of sanctions imposed by the 14
1765-United States on the following: 15
1766-(A) Problematic activities and policies of 16
1767-the Islamic Republic of Iran, including ballistic 17
1768-missile development, proliferation of Iranian 18
1769-drones and missiles to state and non-state actors, 19
1770-uranium enrichment, and funding of terrorist 20
1771-groups in the ‘‘Axis of Resistance’’, and how 21
1772-sanctions have meaningfully impacted the ability 22
1773-of such groups to operate. 23
1774-(B) Key officials of the Iranian regime, in-24
1775-cluding their access to alternative financial mar-25

1795-(i) the impact on the purchasing power 17
1796-of the people of Iran and their ability to af-18

1800-pacts to the poverty rate in Iran. 22
