19	19	To require the Director of National Intelligence to develop
20	20	a strategy to improve the sharing of information and
21	21	intelligence on foreign adversary tactics and illicit activi-
22	22	ties affecting the ability of United States persons to
23	23	compete in foreign jurisdictions on projects relating to
24	24	energy generation and storage, and for other purposes.
25	25	Be it enacted by the Senate and House of Representa-1
26	26	tives of the United States of America in Congress assembled, 2

30	30	SECTION 1. ENHANCING PUBLIC-PRIVATE SHARING ON MA-1
31	31	NIPULATIVE ADVERSARY PRACTICES IN 2
32	32	CRITICAL MINERAL PROJECTS. 3
33	33	(a) S
34	34	TRATEGYREQUIRED.—Not later than 90 days 4
35	35	after the date of the enactment of this Act, the Director 5
36	36	of National Intelligence shall, in consultation with the 6
37	37	heads of such Federal agencies as the Director considers 7
38	38	appropriate, develop a strategy to improve the sharing be-8
39	39	tween the Federal Government and private entities of in-9
40	40	formation and intelligence to mitigate the threat that for-10
41	41	eign adversary illicit activities and tactics pose to United 11
42	42	States persons in foreign jurisdictions on projects relating 12
43	43	to energy generation and storage, including with respect 13
44	44	to critical minerals inputs. 14
45	45	(b) E
46	46	LEMENTS.—The strategy required by subsection 15
47	47	(a) shall cover— 16
48	48	(1) how best to assemble and transmit informa-17
49	49	tion to United States persons— 18
50	50	(A) to protect against foreign adversary il-19
51	51	licit tactics and activities relating to critical 20
52	52	mineral projects abroad, including foreign ad-21
53	53	versary efforts to undermine such United States 22
54	54	projects abroad; 23
55	55	(B) to mitigate the risk that foreign adver-24
56	56	sary government involvement in the ownership 25
57	57	and control of entities engaging in deceptive or 26

61	61	illicit activities pose to the interests of the 1
62	62	United States; and 2
63	63	(C) to inform on economic espionage and 3
64	64	other threats from foreign adversaries to the 4
65	65	rights of owners of intellectual property, includ-5
66	66	ing owners of patents, trademarks, copyrights, 6
67	67	and trade secrets, and other sensitive informa-7
68	68	tion, with respect to such property; and 8
69	69	(2) how best to receive information from United 9
70	70	States persons on threats to United States interests 10
71	71	in the critical mineral space, including 11
72	72	disinformation campaigns abroad or other suspicious 12
73	73	malicious activity. 13

75	75	MPLEMENTATION PLANREQUIRED.—Not later 14
76	76	than 30 days after the date on which the Director com-15
77	77	pletes developing the strategy pursuant to subsection (a), 16
78	78	the Director shall submit to the congressional intelligence 17
79	79	committees (as defined in section 3 of the National Secu-18
80	80	rity Act of 1947 (50 U.S.C. 3003)), or provide such com-19
81	81	mittees a briefing on, a plan for implementing the strat-20
82	82	egy. 21
