To amend the Agriculture Improvement Act of 2018 to reau-
thorize the Commission on Farm Transitions–Needs for
2050, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Farm Transitions Act 4
of 2024’’. 5

Section 12609 of the Agriculture Improvement Act 3
of 2018 (Public Law 115–334; 132 Stat. 5009) is amend-4
ed— 5
(1) in subsection (a), by striking ‘‘There is es-6
tablished’’ and inserting ‘‘Not later than 60 days 7
after the date of enactment of the Farm Transitions 8
Act of 2024, the Secretary shall establish’’; 9
(2) in subsection (b)— 10
(A) in the subsection heading, by inserting 11
‘‘
ANDRECOMMENDATIONS ’’ after ‘‘STUDY’’; 12
(B) in the matter preceding paragraph (1), 13
by inserting ‘‘, and make recommendations re-14
lating to,’’ after ‘‘study on’’; 15
(C) in paragraph (1)— 16
(i) in subparagraph (B), by inserting 17
‘‘and timely’’ after ‘‘affordable’’; and 18
(ii) by striking subparagraph (D) and 19
inserting the following: 20
‘‘(D) apprenticeships, mentoring programs, 21
business training, and technical assistance pro-22
grams;’’; 23
(D) in paragraph (2), by striking ‘‘this 24
Act’’ and inserting ‘‘the Farm Transitions Act 25
of 2024’’; 26

ranchers in the ability to transfer, inherit, or pur-21
chase agricultural assets, including land; and 22
‘‘(8) leasing and ownership trends, including 23
leasing and ownership trends by foreign persons or 24
entities.’’; 25

(3) in subsection (c)(3), by striking ‘‘this Act’’ 1
and inserting ‘‘the Farm Transitions Act of 2024’’; 2
(4) in subsection (f), by striking ‘‘1 year after 3
the date of enactment of this Act’’ and inserting ‘‘2 4
years after the date of enactment of the Farm Tran-5
sitions Act of 2024’’; 6
(5) in subsection (l), by striking ‘‘Sections 9 7
and 14 of the Federal Advisory Committee Act (5 8
U.S.C. App.)’’ and inserting ‘‘Sections 1008 and 9
1013 of title 5, United States Code,’’; and 10
(6) in subsection (m), by striking ‘‘2023’’ and 11
