120120 evant critical responsibilities for the life-cycle of cap-6
121121 ital asset management at the local, regional, and 7
122122 central office level. This may include ensuring such 8
123123 mix as the Secretary considers appropriate of per-9
124124 sonnel with duties from the following categories: 10
125125 (A) Facility planning. 11
126126 (B) Long-range capital planning. 12
127127 (C) Management of projects and capital 13
128128 assets relating to the execution of major con-14
129129 struction projects, minor construction projects, 15
130130 major leases, minor leases, nonrecurring main-16
131131 tenance, and related matters at medical centers 17
132132 and facilities of the Department in the sur-18
133133 rounding catchment areas of the centers and fa-19

135135 (D) Property disposal or transfer, environ-21

153153 the Secretary shall ensure that each of the cat-11
154154 egories of duties under paragraph (1) are assigned 12
155155 to a different individual or group of individuals so 13

158158 manner; and 16
159159 (B) not to overburden a small number of 17
160160 individuals with such requirements. 18

162162 EAD OFFICIAL.—Not later than 180 days 19
163163 after the date of the enactment of this Act, the Sec-20

165165 (A) designate one individual as the lead 22
166166 senior official responsible for integration and 23
167167 coordination of, and accountability for, the eval-24
168168 uation of the capital asset workforce needs of 25

176176 partment, including those at the field, regional, 5
177177 and central offices of the Veterans Health Ad-6
178178 ministration, the National Cemetery Adminis-7
179179 tration, the Veterans Benefits Administration, 8
180180 and the Office of Acquisition, Logistics, and 9
181181 Construction; and 10
182182 (B) notify the appropriate committees of 11
183183 Congress who has been designated under sub-12
184184 paragraph (A). 13

186186 TAFFING MODEL.— 14

188188 N GENERAL.—Not later than one year 15
189189 after the date of the enactment of this Act, the 16
190190 Secretary shall establish a staffing model for 17
191191 the relevant administrations, staff offices, and 18
192192 other elements of the Department to carry out 19
193193 paragraph (1) that— 20
194194 (i) ensures a minimum base level of 21
195195 capital asset staffing; and 22
196196 (ii) is adjusted based on the volume 23
197197 and complexity of capital asset work of a 24

206206 ularly to ensure it is effective in carrying out 5

209209 REATMENT OF STATES AND TERRITORIES 7
210210 WITHOUT A MEDICAL CENTER .—In the case of a 8
211211 State or territory of the United States in which the 9
212212 Department does not operate a full-service medical 10
213213 center, the Secretary shall, in carrying out para-11
214214 graph (1), ensure, to the greatest extent practicable, 12
215215 that the Department has a dedicated office or entity 13
216216 and sufficient staff at the largest medical facility of 14
217217 the Department in that State or territory, and any 15
218218 reference in this section to a medical center shall be 16
219219 deemed to be a reference to that medical facility. 17

221221 URPOSE AND INTENT .—The purpose of 18
222222 this subsection is to ensure that field, regional, and 19
223223 central offices of the Department of Veterans Affairs 20
224224 have an appropriately sized and credentialed capital 21
225225 asset workforce to allow for efficient and effective 22
226226 execution of their relevant segment of capital asset 23
227227 work. Nothing in this subsection is intended to man-24

234234 UALIFICATIONS.—The Secretary shall ensure 3
235235 that appropriate professional certifications, educational 4
236236 background, and other qualifications are in effect for indi-5
237237 viduals employed in a position at a dedicated office or enti-6
238238 ty required by subsection (a) to manage the duties under 7
239239 the categories set forth under subsection (a)(1). 8

244244 N GENERAL.—The duties of a dedicated of-11
245245 fice or entity required by subsection (a) at a medical 12
246246 center of the Department may include such combina-13
247247 tion of the following duties as the Secretary con-14
248248 siders appropriate to achieve efficient and effective 15
249249 capital asset management and performance as it 16
250250 pertains to relevant activities at the field level: 17
251251 (A) The development, monitoring, and im-18
252252 plementation of capital asset objectives for the 19
253253 catchment area surrounding the medical center, 20
254254 including community-based outpatient clinics 21
255255 and other sites of care of the Department in 22
256256 that area. 23
257257 (B) The coordination of capital asset man-24
258258 agement and planning with counterparts at 25

297297 those veterans for the care received 8
298298 from medical facilities of the Depart-9
299299 ment in that area; and 10
300300 (II) the need for improvements 11
301301 and enhancements to infrastructure of 12
302302 the Department; and 13
303303 (ii) views of relevant medical staff of 14
304304 the Department at the medical center and 15
305305 facilities in that catchment area regarding 16
306306 their preferences and needs for how to de-17
307307 liver health care to veterans and how those 18
308308 preferences impact the infrastructure 19
309309 needs of the Department. 20
310310 (H) Understanding the capital asset poli-21
311311 cies, procedures, and directives of the Depart-22
312312 ment, including those issued by the central of-23
313313 fice of the Department, the Veterans Health 24
314314 Administration, Veterans Integrated Service 25

366366 of a diverse population of veterans being served 19
367367 by the medical center and medical staff of the 20
368368 medical center or in the catchment area of the 21
369369 medical center are captured. 22

404404 dures of the central office of the Department 25

469469 date of the enactment of this Act, the Secretary of Vet-6
470470 erans Affairs shall— 7
471471 (1) develop meaningful and measurable goals 8
472472 and metrics— 9
473473 (A) to assess the performance of the cap-10
474474 ital asset management programs of the Depart-11
475475 ment of Veterans Affairs, including those car-12
476476 ried out by a non-Department Federal entity 13
477477 under section 8103(e)(1) of title 38, United 14
478478 States Code, to allow the Secretary to make 15
479479 sound decisions regarding construction, leasing, 16
