2222 This Act may be cited as the ‘‘Transpacific Allies In-4
2323 vesting in Weapons to Advance National Security Act’’ or 5
2424 the ‘‘TAIWAN Security Act’’. 6

3232 OPERATION.— 4
3333 (1) I
3434 N GENERAL.—Consistent with the Taiwan 5
3535 Relations Act (22 U.S.C. 3301 et seq.), the Sec-6
3636 retary of Defense, in coordination with the Secretary 7
3737 of State and the head of any other relevant Federal 8
3838 department or agency, shall take measures to ensure 9
3939 that Taiwan is appropriately considered for en-10
4040 hanced defense industrial base cooperation activities 11
4141 aligned with the United States National Defense In-12
4242 dustrial Strategy to expand global defense produc-13
4343 tion, increase supply chain security and resilience, 14
4444 and meet the defense needs of Taiwan. 15
4545 (2) E
4646 LEMENTS.—Consideration for enhanced 16
4747 defense industrial base cooperation activities under 17
4848 paragraph (1) shall include the consideration of Tai-18
4949 wan for the following: 19
5050 (A) Eligibility for funding to initiate or fa-20
5151 cilitate cooperative research, development, test-21
5252 ing, or evaluation projects with the Department 22
5353 of Defense. 23
5454 (B) Eligibility to enter into a memo-24
5555 randum of understanding or other formal 25
5656 agreement with the Department of Defense for 26

6262 and munitions, with a focus on enhancing the 3
6363 defense industry and supply chain resilience of 4

6666 EASIBILITYSTUDY.— 6
6767 (1) I
6868 N GENERAL.—The Secretary of Defense, in 7
6969 coordination with the Secretary of State, the Gov-8
7070 ernment of Taiwan, and representatives of the 9
7171 United States defense industry, shall conduct a 10
7272 study on the feasibility and advisability of entering 11
7373 into one or more defense industrial agreements with 12
7474 Taiwan. 13
7575 (2) E
7676 LEMENTS.—The study required by para-14
7777 graph (1) shall— 15
7878 (A) evaluate the strategic benefits and im-16
7979 plications of entering into a defense industrial 17
8080 agreement with Taiwan, including with respect 18
8181 to— 19
8282 (i) long-term supply chain security 20
8383 and resilience; 21
8484 (ii) mutual supply of defense goods 22
8585 and services; 23
8686 (iii) supply of regional maintenance, 24
8787 repair, and overhaul capabilities and any 25

9191 other support capability the Secretary of 1
9292 Defense considers appropriate; and 2
9393 (iv) the promotion of interoperability; 3
9494 (B) account for the legal, economic, and 4
9595 defense policy aspects of a closer defense pro-5
9696 curement partnership between the United 6
9797 States and Taiwan; and 7
9898 (C) include a list of not fewer than five de-8
9999 fense capabilities— 9
100100 (i)(I) developed by, and produced in, 10
101101 Taiwan; and 11
102102 (II) that require expedited licenses for 12
103103 components produced in the United States; 13
104104 or 14
105105 (ii) developed by the United States 15
106106 but for which the United States defense in-16
107107 dustry cannot meet the demand of Taiwan 17
108108 on a timely basis so as to necessitate pro-18
109109 duction in Taiwan. 19

111111 EPORT.—Not later than 180 days after 20
112112 the date of the enactment of this Act, the Secretary 21
113113 of Defense shall submit to the Committees on Armed 22
114114 Services of the Senate and the House of Representa-23
