STRATEGY AND OUTREACH ON RISKS POSED BY 1 PEOPLE’S REPUBLIC OF CHINA SMARTPORT 2 TECHNOLOGY. 3 (a) S TRATEGY ANDOUTREACHREQUIRED.—The Di-4 rector of the National Counterintelligence and Security 5 Center shall develop a strategy and conduct outreach to 6 United States industry, including shipping companies, 7 port operators, and logistics firms, on the risks of 8 smartport technology of the People’s Republic of China 9 and other related risks posed by entities of the People’s 10 Republic of China, including LOGINK, China Ocean Ship-11 ping Company, Limited (COSCO), China Communications 12 Construction Company, Limited (CCCC), China Media 13 Group (CMG), and Shanghai Zhenhua Heavy Industries 14 Company Limited (ZPMC), to the national security of the 15 United States, the security of United States supply chains, 16 and commercial activity, including with respect to delays, 17 interruption, and lockout of access to systems and tech-18 nologies that enable the free flow of commerce. 19 (b) C ONSISTENCYWITHEXECUTIVEORDERS AND 20 O THERSTATUTORYAUTHORITIES.—The Director shall 21 carry out subsection (a) in a manner that is consistent 22 with the following: 23 (1) Part 6 of title 33, Code of Federal Regula-24 tions, as amended by Executive Order 14116 (89 25 Fed.
