17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Space National Guard 4
21	21	Establishment Act’’. 5
22	22	SEC. 2. ESTABLISHMENT OF SPACE NATIONAL GUARD. 6

24	24	STABLISHMENT.— 7
25	25	(1) I
26	26	N GENERAL.—There is established a Space 8
27	27	National Guard that is part of the organized militia 9
28	28	of the several States and Territories, Puerto Rico, 10
29	29	and the District of Columbia— 11

37	37	ESERVE COMPONENT .—There is estab-4
38	38	lished a Space National Guard of the United States 5
39	39	that is the reserve component of the United States 6
40	40	Space Force all of whose members are members of 7
41	41	the Space National Guard. 8

43	43	OMPOSITION.—The Space National Guard shall 9
44	44	be composed of the Space National Guard forces of the 10
45	45	several States and Territories, Puerto Rico, and the Dis-11
46	46	trict of Columbia— 12
47	47	(1) in which the Space Force operates; and 13
48	48	(2) active and inactive. 14
49	49	SEC. 3. NO EFFECT ON MILITARY INSTALLATIONS. 15
50	50	Nothing in this Act, or the amendments made by this 16
51	51	Act, shall be construed to authorize or require the reloca-17
52	52	tion of any facility, infrastructure, or military installation 18
53	53	of the Space National Guard or Air National Guard. 19
54	54	SEC. 4. IMPLEMENTATION OF SPACE NATIONAL GUARD. 20

56	56	EQUIREMENT.—Except as specifically provided 21
57	57	by this Act, the Secretary of the Air Force and the Chief 22
58	58	of the National Guard Bureau shall implement this Act, 23
59	59	and the amendments made by this Act, not later than 18 24
60	60	months after the date of the enactment of this Act. 25

66	66	N GENERAL.—Not later than 90 days after 2
67	67	the date of the enactment of this Act, and annually 3
68	68	for the five subsequent years, the Secretary of the 4
69	69	Air Force, the Chief of the Space Force, and the 5
70	70	Chief of the National Guard Bureau shall jointly 6
71	71	provide to the congressional defense committees a 7
72	72	briefing on the status of the implementation of the 8
73	73	Space National Guard pursuant to this Act and the 9
74	74	amendments made by this Act. 10
75	75	(2) E
76	76	LEMENTS.—The briefing required by 11
77	77	paragraph (1) shall address— 12
78	78	(A) the current missions, operations and 13
79	79	activities, personnel requirements and status, 14
80	80	and budget and funding requirements and sta-15
81	81	tus of the Space National Guard; and 16
82	82	(B) such other matters with respect to the 17
83	83	implementation and operation of the Space Na-18
84	84	tional Guard as the Secretary and the Chiefs 19
85	85	jointly determine appropriate to keep Congress 20
86	86	fully and currently informed on the status of 21
87	87	the implementation of the Space National 22
88	88	Guard. 23

118	118	United States’ means the reserve component of the 25

166	166	‘‘The Space National Guard of the United States is 17
167	167	the reserve component of the Space Force that consists 18

169	169	‘‘(1) federally recognized units and organiza-20
170	170	tions of the Space National Guard; and 21
171	171	‘‘(2) members of the Space National Guard who 22
172	172	are also Reserves of the Space Force. 23
