21	16		Be it enacted by the Senate and House of Representa-1
22	17		tives of the United States of America in Congress assembled, 2
23	18		SECTION 1. SHORT TITLE. 3
24	19		This Act may be cited as the ‘‘Supporting Americans 4
25	20		Wrongfully or Unlawfully Detained Abroad Act of 2023’’. 5

62	57		‘‘(2) TRAVEL ASSISTANCE.— 1
63	58		‘‘(A) F
64	59		AMILY ADVOCACY.—For the purpose 2
65	60		of facilitating meetings between the United 3
66	61		States Government and the family members of 4
67	62		United States nationals unlawfully or wrong-5
68	63		fully detained abroad, the Secretary shall pro-6
69	64		vide financial assistance to cover the costs of 7
70		-	travel to Washington, ~~D.C.~~, including travel by 8
	65	+	travel to Washington, DC, including travel by 8
71	66		air, train, bus, or other transit as appropriate, 9
72	67		to any individual who— 10
73	68		‘‘(i) is— 11
74	69		‘‘(I) a family member of a United 12
75	70		States national unlawfully or wrong-13
76	71		fully detained abroad as determined 14
77	72		by the Secretary under subsection (a); 15
78	73		or 16
79	74		‘‘(II) an appropriate individual 17
80	75		who— 18
81	76		‘‘(aa) is approved by the 19
82	77		Special Presidential Envoy for 20
83	78		Hostage Affairs; and 21
84	79		‘‘(bb) does not represent in 22
85	80		any legal capacity a United 23
86	81		States national unlawfully or 24
87	82		wrongfully detained abroad or 25

96	91		‘‘(iii) requests such assistance. 6

98	93		RAVEL AND LODGING.— 7
99	94		‘‘(i) I
100	95		N GENERAL.—For each such 8
101	96		United States national unlawfully or 9
102	97		wrongfully detained abroad, the financial 10
103	98		assistance described in subparagraph (A) 11
104	99		shall be provided for not more than 2 trips 12
105	100		per fiscal year, unless the Special Presi-13
106	101		dential Envoy for Hostage Affairs deter-14
107	102		mines that a third trip is warranted. 15
108	103		‘‘(ii) L
109	104		IMITATIONS.—Any trip de-16
110	105		scribed in clause (i) shall— 17
111	106		‘‘(I) consist of not more than 2 18
112	107		family members or other individuals 19
113	108		approved in accordance with subpara-20
114	109		graph (A)(i)(II), unless the Special 21
115	110		Presidential Envoy for Hostage Af-22
116	111		fairs determines that circumstances 23
117	112		warrant an additional family member 24
118	113		or other individual approved in ac-25

132	127		the Secretary may provide to a United States 10
133	128		national unlawfully or wrongfully detained 11
134	129		abroad as determined by the Secretary under 12
135	130		subsection (a), compensation and assistance, as 13
136	131		necessary, for return travel to the United 14
137	132		States upon release of such United States na-15
138	133		tional. 16
139	134		‘‘(3) S
140	135		UPPORT.—The Secretary shall seek to 17
141	136		make available operational psychologists and clinical 18
142	137		social workers, to support the mental health and 19
143	138		well-being of— 20
144	139		‘‘(A) any United States national unlawfully 21
145	140		or wrongfully detained abroad; and 22
146	141		‘‘(B) any family member of such United 23
147	142		States national, with regard to the psycho-24

154	149		OTIFICATION REQUIREMENT .—The Sec-3
155	150		retary shall notify the Committee on Foreign Rela-4
156	151		tions of the Senate, the Committee on Foreign Af-5
157	152		fairs of the House of Representatives, and the Com-6
158	153		mittees on Appropriations of the Senate and the 7
159	154		House of Representatives of any amount spent above 8
160	155		$250,000 for any fiscal year to carry out paragraphs 9
161	156		(2) and (3). 10
162	157		‘‘(5) R
163	158		EPORT.—Not later than 90 days after 11
164	159		the end of each fiscal year, the Secretary shall sub-12
165	160		mit to the Committees on Foreign Relations and Ap-13
166	161		propriations of the Senate and the Committee on 14
167	162		Foreign Affairs and Appropriations of the House of 15
168	163		Representatives a report that includes— 16
169	164		‘‘(A) a detailed description of expenditures 17
170	165		made pursuant to paragraphs (2) and (3); 18
171	166		‘‘(B) a detailed description of support pro-19
172	167		vided pursuant to paragraph (3) and the indi-20
173	168		viduals providing such support; and 21
174	169		‘‘(C) the number and location of visits out-22
175		-	side of Washington, ~~D.C.~~, during the prior ~~fis-~~23
176		-	~~cal~~ year made by the Special Presidential Envoy 24
	170	+	side of Washington, DC, during the prior fiscal 23
	171	+	year made by the Special Presidential Envoy 24
177	172		for Hostage Affairs to family members of each 25

189	184		section, the term ‘family member’ means a spouse, 7
190	185		father, mother, child, brother, sister, grandparent, 8
191	186		grandchild, aunt, uncle, nephew, niece, cousin, fa-9
192	187		ther-in-law, mother-in-law, son-in-law, daughter-in- 10
193	188		law, brother-in-law, sister-in-law, stepfather, step-11
194	189		mother, stepson, stepdaughter, stepbrother, step-12
195	190		sister, half brother, or half sister.’’. 13
