Us Congress Senate Bill SB680

Introduced
3/7/23

Caption

DASH Act Decent, Affordable, Safe Housing for All Act

Impact

The introduction of SB680 would significantly influence state housing laws by establishing uniform standards. This could potentially lead to increased funding for the development of affordable housing projects and the implementation of stricter safety regulations for existing housing. It would also support local governments in their efforts to ensure safe housing, enabling them to enact policies that align with the overarching goals of the DASH Act. Additionally, the bill is expected to address the pressing issue of homelessness by promoting access to affordable housing options.

Summary

SB680, known as the DASH Act (Decent, Affordable, Safe Housing for All Act), is a legislative initiative aimed at addressing the issues related to housing affordability and safety across the state. The bill seeks to implement new standards and regulations for housing, ensuring they are accessible, decently maintained, and safe for residents. Advocates for the bill argue that it emphasizes a holistic approach to housing, which includes not only affordability but also the safety and quality of living conditions for all citizens.

Contention

Notable points of contention regarding SB680 revolve around the financial implications and the balance of regulatory control. Some legislators express concern over the financial burden that might be imposed on developers and local governments to meet the new standards set forth in the bill. On the other hand, housing advocates argue that these standards are necessary for protecting vulnerable populations and improving overall community safety. The discussions indicate a divide between those who prioritize immediate financial implications for developers and those who argue for the long-term benefits of safe and affordable housing.

Choice in Affordable Housing Act of 2023 This bill establishes programs and grants to incentivize landlord participation in the Housing Choice Voucher program (i.e., Section 8 tenant-based housing assistance). The bill authorizes the Department of Housing and Urban Development (HUD) to provide one-time incentive payments to landlords, security deposit payments, bonuses to public housing agencies that employ landlord liaisons, and amounts for other recruitment purposes. The bill also reauthorizes through FY2028 the Tribal Housing and Urban Development-Veterans Affairs Supportive Housing program. Additionally, the bill allows dwelling units to meet Housing Choice Voucher program inspection requirements by satisfactory inspection through participation in other housing programs. Landlords not yet participating in a low-income housing assistance program may request inspection by a public housing agency to determine whether the dwelling meets requirements prior to selection by a tenant. Finally, HUD must expand the use of an alternative method of calculating fair market rent for purposes of the Housing Choice Voucher program.
