30	30	This Act may be cited as the ‘‘Compact Impact Fair-2
31	31	ness Act of 2023’’. 3
32	32	SEC. 2. PROVISION OF FEDERAL PUBLIC BENEFIT ELIGI-4
33	33	BILITY FOR CITIZENS OF FREELY ASSOCI-5
34	34	ATED STATES. 6
35	35	(a) I
36	36	NGENERAL.—Section 402 of the Personal Re-7
37	37	sponsibility and Work Opportunity Reconciliation Act of 8
38	38	1996 (8 U.S.C. 1612) is amended— 9
39	39	(1) in subsection (a)(2), by adding at the end 10
40	40	the following: 11
41	41	‘‘(N) E
42	42	XCEPTION FOR CITIZENS OF FREE -12
43	43	LY ASSOCIATED STATES.—With respect to eligi-13
44	44	bility for benefits for any specified Federal pro-14
45	45	gram, paragraph (1) shall not apply to any in-15
46	46	dividual who lawfully resides in the United 16
47	47	States in accordance with section 141 of the 17
48	48	Compacts of Free Association between the Gov-18
49	49	ernment of the United States and the Govern-19
50	50	ments of the Federated States of Micronesia, 20
51	51	the Republic of the Marshall Islands, and the 21
52	52	Republic of Palau, and who is a citizen of one 22
53	53	of those three nations.’’; and 23
54	54	(2) in subsection (b)(2)(G)— 24
