26	26	tives of the United States of America in Congress assembled, 2
27	27	SECTION 1. SHORT TITLE. 3
28	28	This Act may be cited as the ‘‘Viral Gain-of-Function 4
29	29	Research Moratorium Act’’. 5

38	38	EFINITION OF GAIN-OF-FUNCTION RE-5
39	39	SEARCH.—In this section, the term ‘‘gain-of-function re-6
40	40	search’’ means any research that— 7
41	41	(1) could confer attributes to influenza, MERS, 8
42	42	or SARS viruses such that the virus would have en-9
43	43	hanced pathogenicity or transmissibility in any orga-10
44	44	nism; or 11
45	45	(2) involves methods that could enhance poten-12
46	46	tial pandemic pathogens or related risky research 13
47	47	with potentially dangerous pathogens. 14

49	49	ROHIBITION.—Notwithstanding any other provi-15
50	50	sion of law, no research grants supported by Federal funds 16
51	51	may be awarded to institutions of higher education, or 17
52	52	other research institutes, that are conducting gain-of-func-18
53	53	tion research. 19
