3838 EFINITION OF GAIN-OF-FUNCTION RE-5
3939 SEARCH.—In this section, the term ‘‘gain-of-function re-6
4040 search’’ means any research that— 7
4141 (1) could confer attributes to influenza, MERS, 8
4242 or SARS viruses such that the virus would have en-9
4343 hanced pathogenicity or transmissibility in any orga-10
4444 nism; or 11
4545 (2) involves methods that could enhance poten-12
4646 tial pandemic pathogens or related risky research 13
4747 with potentially dangerous pathogens. 14
4848 (b) P
4949 ROHIBITION.—Notwithstanding any other provi-15
5050 sion of law, no research grants supported by Federal funds 16
5151 may be awarded to institutions of higher education, or 17
5252 other research institutes, that are conducting gain-of-func-18
5353 tion research. 19
