18	18	of Congress, except the right to continue participating
19	19	in the Thrift Savings Plan, and for other purposes.
20	20	Be it enacted by the Senate and House of Representa-1
21	21	tives of the United States of America in Congress assembled, 2
22	22	SECTION 1. SHORT TITLE. 3
23	23	This Act may be cited as the ‘‘End Pensions in Con-4
24	24	gress Act’’ or the ‘‘EPIC Act’’. 5

29	29	RETIREMENT SYSTEM. 2

31	31	NGENERAL.—Subchapter III of chapter 83 of 3
32	32	title 5, United States Code, is amended by inserting after 4
33	33	section 8335 the following: 5
34	34	‘‘§ 8335A. Termination of further retirement coverage 6
35	35	of Members of Congress 7
36	36	‘‘(a) I
37	37	NGENERAL.—Notwithstanding any other pro-8
38	38	vision of this subchapter and subject to subsection (f), ef-9
39	39	fective as of the date of enactment of this section— 10
40	40	‘‘(1) a Member shall not be subject to this sub-11
41	41	chapter for any further period of time; and 12
42	42	‘‘(2) no further Government contributions or 13
43	43	deductions from basic pay may be made with respect 14
44	44	to such Member for deposit in the Treasury of the 15
45	45	United States to the credit of the Fund. 16
46	46	‘‘(b) P
47	47	RIORRIGHTSNOTAFFECTED.—Nothing in 17
48	48	subsection (a) shall be considered to nullify, modify, or 18
49	49	otherwise affect any right, entitlement, or benefit under 19
50	50	this subchapter of any Member with respect to any period 20
51	51	before the date of enactment of this section. 21

53	53	IGHTTOPARTICIPATE INTHRIFTSAVINGS 22

55	55	LANNOTAFFECTED.—Nothing in subsection (a) shall 23
56	56	affect the eligibility of a Member to participate in the 24
57	57	Thrift Savings Plan in accordance with otherwise applica-25
58	58	ble provisions of law. 26

62	62	‘‘(d) REGULATIONS.—Any regulations necessary to 1
63	63	carry out this section may— 2
64	64	‘‘(1) except with respect to matters under para-3
65	65	graph (2), be prescribed by the Director; and 4
66	66	‘‘(2) with respect to matters relating to the 5
67	67	Thrift Savings Plan, be prescribed by the Executive 6
68	68	Director (as defined under section 8401). 7
69	69	‘‘(e) E
70	70	XCLUSION.—For purposes of this section, the 8
71	71	term ‘Member’ does not include the Vice President. 9
72	72	‘‘(f) O
73	73	PT-IN.—Not later than 90 days after the date 10
74	74	of enactment of this section, a Member covered by this 11
75	75	subchapter as of such date of enactment may elect, by giv-12
76	76	ing notice in writing to the official that disburses the pay 13
77	77	of such Member, to remain subject to this subchapter.’’. 14
