2020 This Act may be cited as the ‘‘Safe American Food 4
2121 Exports Act of 2023’’ or the ‘‘SAFE Act of 2023’’. 5
2222 SEC. 2. ENGAGEMENT WITH KEY EXPORT MARKETS. 6

2424 NGENERAL.—Section 10405 of the Animal 7
2525 Health Protection Act (7 U.S.C. 8304) is amended— 8

3939 of Agriculture for Trade and Foreign Agricultural 9

4141 the Food Safety and Inspection Service, may pre-11
4242 emptively negotiate, to the extent practicable, re-12
4343 gionalization agreements regarding outbreaks of 13
4444 known animal disease threats with the governments 14
4545 of countries with key export markets for any animal, 15
4646 article, or associated means of conveyance from the 16

4949 ESEARCH.—A negotiation carried out 18
5050 under paragraph (1) is encouraged to take into ac-19

6565 SEC. 3. EXPORT LIBRARY ADMINISTRATION. 6
6666 The Secretary of Agriculture shall promulgate a reg-7
6767 ulation to require that, in the case of any language re-8
6868 moved from the Import and Export Library of the Food 9
6969 Safety and Inspection Service, the Administrator of the 10
7070 Food Safety and Inspection Service shall directly notify 11
7171 each State department of agriculture, each lead State 12
7272 agency for animal disease, and any entity that petitioned 13
7373 for the inclusion of that language of such removal not later 14
7474 than 3 days after such removal. 15
