39	39	Whereas the United States (in accordance with the Trustee-
40	40	ship Agreement for the Trust Territory of the Pacific Is-
41	41	lands, the United Nations Charter, and the objectives of
42	42	the international trusteeship system of the United Na-
43	43	tions) fulfilled its obligations to promote the development
44	44	of the people of the Trust Territory toward self-govern-
45	45	ment or independence, as appropriate, to the particular
46	46	circumstances of the Trust Territory and the people of
47	47	the Trust Territory and the freely expressed wishes of
48	48	the people concerned;
49	49	Whereas the United States, the Federated States of Micro-
50	50	nesia, and the Republic of the Marshall Islands entered
51	51	into the Compact of Free Association set forth in section
52	52	201 of the Compact of Free Association Act of 1985 (48
53	53	U.S.C. 1901 note; Public Law 99–239) and the United
54	54	States and the Republic of Palau entered into the Com-
55	55	pact of Free Association set forth in section 201 of Pub-
56	56	lic Law 99–658 (48 U.S.C. 1931 note) to create and
57	57	maintain a close and mutually beneficial relationship;
58	58	Whereas the ‘‘Compact of Free Association, as amended, be-
59	59	tween the Government of the United States of America
60	60	and the Government of the Federated States of Micro-
61	61	nesia’’, the ‘‘Compact of Free Association, as amended,
62	62	between the Government of the United States of America

86	86	Whereas, on May 23, 2023, the United States signed 3
87	87	agreements related to the U.S.-FSM Compact of Free

89	89	pact, as amended, a new fiscal procedures agreement,
90	90	and a new trust fund agreement and on September 28,
91	91	2023, the United States signed a Federal Programs and
92	92	Services agreement related to the U.S.-FSM Compact of
