3939 Whereas the United States (in accordance with the Trustee-
4040 ship Agreement for the Trust Territory of the Pacific Is-
4141 lands, the United Nations Charter, and the objectives of
4242 the international trusteeship system of the United Na-
4343 tions) fulfilled its obligations to promote the development
4444 of the people of the Trust Territory toward self-govern-
4545 ment or independence, as appropriate, to the particular
4646 circumstances of the Trust Territory and the people of
4747 the Trust Territory and the freely expressed wishes of
4848 the people concerned;
4949 Whereas the United States, the Federated States of Micro-
5050 nesia, and the Republic of the Marshall Islands entered
5151 into the Compact of Free Association set forth in section
5252 201 of the Compact of Free Association Act of 1985 (48
5353 U.S.C. 1901 note; Public Law 99–239) and the United
5454 States and the Republic of Palau entered into the Com-
5555 pact of Free Association set forth in section 201 of Pub-
5656 lic Law 99–658 (48 U.S.C. 1931 note) to create and
5757 maintain a close and mutually beneficial relationship;
5858 Whereas the ‘‘Compact of Free Association, as amended, be-
