No Vaccine Passports Act This bill prohibits certain actions related to vaccine passports and proof of COVID-19 vaccination. Specifically, a federal agency may not issue a vaccine passport, vaccine pass, or other standardized documentation for the purpose of certifying the COVID-19 vaccination status of a U.S. citizen to a third party, or otherwise publish or share any COVID-19 vaccination record of a U.S. citizen or similar health information. Additionally, proof of COVID-19 vaccination shall not be required to access federal or congressional property or services.

Federal Reserve Transparency Act of 2025This bill directs the Government Accountability Office (GAO) to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Federal Employee Performance and Accountability Act of 2025This bill establishes a pilot program making pay increases for certain federal employees contingent on job performance.Under the bill, each executive agency must identify employees to participate in the five-year pilot program from among employees classified at or above the GS-11 level and holding positions with clearly measurable performance criteria. Each agency must select 1%-10% of these employees to participate in the program. An agency may opt out if participation potentially risks national security or public safety.The bill provides that a participating agencymust increase an employee's pay by up to 10% if the employee significantly exceeded established performance metrics during the preceding year,  may not increase the pay of an employee who met established performance metrics during the preceding year, and must reduce by 10% the pay of an employee who rates below expectations for the preceding year.Participating employees are ineligible for annual or locality-based pay increases authorized under current law during the pilot. The bill also requires agencies to establish performance plans and evaluation systems for participating employees. Agencies must also provide training and resources to help participating employees understand and meet performance requirements.Participating agencies must report cost savings, productivity metrics, and other information to the Office of Management and Budget (OMB) every year. OMB and the Government Accountability Office must jointly report on the final outcome of the program.

No Mandates Act This bill prohibits federal agencies and certain entities that receive federal funding from requiring COVID-19 vaccinations. Specifically, federal agencies may not issue rules, regulations, or guidance that require an individual to receive a COVID-19 vaccination. The bill also prohibits requiring a COVID-19 vaccination to access federal property and services or congressional grounds and services. Additionally, an entity that received federal COVID-19 relief funds or receives other federal funds after this bill's enactment may not require a COVID-19 vaccination as a condition of providing any service to an individual.

Empowering Nonprofits ActThis bill reduces cost-sharing requirements for grants directly awarded to certain nonprofit organizations for the five years following the bill's enactment. Eligible nonprofit organizations are those located in a U.S. state (including the District of Columbia or a U.S. commonwealth, territory, or possession) or federally recognized Indian tribe that has more than 20% of individuals living below the poverty line.Specifically, the bill requires an executive agency, during that time frame, to reduce any cost-sharing requirement by 25% for grants made directly to an eligible nonprofit.

Small Business Regulatory Flexibility Improvements Act This bill modifies the rulemaking requirements and procedures of federal agencies under the Regulatory Flexibility Act of 1980 and the Small Business Regulatory Enforcement Fairness Act of 1996, including how agencies consider economic impact with respect to small entities. Specifically, the bill requires agencies to consider the direct, and the reasonably foreseeable indirect, economic effect of a rule on small entities when determining whether a rule is likely to have a significant economic impact. Further, the regulatory flexibility analysis for rules with a significant economic impact must include a detailed description of alternatives to a proposed rule that minimize any adverse significant economic impact or maximize any beneficial significant economic impact on small entities. The bill also expands the types of agency actions (e.g., revisions to land management plans) that are subject to a regulatory impact analysis. The bill removes the authority for an agency to waive the regulatory flexibility analysis requirements and requires the Office of Advocacy of the Small Business Administration to issue rules for compliance with such requirements.The bill also modifies the procedures for the (1) gathering of comments for a proposed rule, (2) periodic review of agency rules, and (3) judicial review of final rules.

No Congressional Funds for Sanctuary Cities ActThis bill prohibits federal funds from being used as congressionally directed spending (i.e., an earmark) for jurisdictions that withhold information about citizenship or immigration status or do not cooperate with immigration detainers.Specifically, such funds are denied to any jurisdiction that has a law, policy, or practice that prohibits or restricts any government entity frommaintaining, sending, or receiving information regarding the citizenship or immigration status of any individual;exchanging information regarding an individual's citizenship or immigration status with a federal, state, or local government entity;complying with a valid immigration detainer from the Department of Homeland Security (DHS); ornotifying DHS about an individual's release from custody.The funding restriction does not apply to a law, policy, or practice that only applies to an individual who comes forward as a victim of or a witness to a criminal offense.This prohibition begins in FY2026.
