A BILL
To prohibit an entity from receiving Federal funds if such
entity permits an individual to access or use a single-
sex facility on the property of such entity that does
not correspond to the biological sex of such person, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop the Invasion of 4
Women’s Spaces Act’’. 5

SEC. 2. PROHIBITION. 1
(a) I
NGENERAL.—Notwithstanding any other provi-2
sion of law and except as provided in subsection (b), Fed-3
eral funds may not be provided, directly or indirectly, to 4
an entity if such entity permits an individual to access 5
or use a single-sex facility on the property of such entity 6
that does not correspond to the biological sex of such per-7
son, except as provided by subsection (c). 8
(b) E
XCEPTION.—Subsection (a) shall not apply with 9
respect to an entity that permits an individual to access 10
a single-sex facility on the property of such entity that 11
does not correspond to the biological sex of such person 12
in the circumstance of— 13
(1) emergency medical personnel responding to 14
a medical emergency; or 15
(2) a law enforcement officer in active pursuit 16
of a suspect, or as part of an active investigation. 17
(c) D
EFINITIONS.—In this section: 18
(1) B
IOLOGICAL SEX.—The term ‘‘biological 19
sex’’ means the biological determination as to wheth-20
er an individual is male or female. 21
(2) E
NTITY.—The term ‘‘entity’’ means any 22
private entity, non-Federal Government agency or 23
department, or State, Tribal, or local government 24
(including a political subdivision, department, or 25
component thereof). 26

(3) FEMALE.—The term ‘‘female’’ means an in-1
dividual who naturally has, had, will have, or would 2
have, but for a developmental or genetic anomaly or 3
historical accident, the reproductive system that at 4
some point produces, transports, and uses eggs for 5
fertilization. 6
(4) M
ALE.—The term ‘‘male’’ means an indi-7
vidual who naturally has, had, will have, or would 8
have, but for a developmental or genetic anomaly or 9
historical accident, the reproductive system that at 10
some point produces, transports, and uses sperm for 11
fertilization. 12
(5) P
ROPERTY.—The term ‘‘property’’ means 13
any building, land, or other real property owned, 14
leased, controlled, or occupied by an entity. 15
(6) S
INGLE-SEX FACILITY.—The term ‘‘single- 16
sex facility’’ means a space intended for the use of 17
one biological sex (male or female), including a— 18
(A) restroom; 19
(B) locker room; or 20
(C) changing room. 21
