A BILL
To amend title XIX of the Social Security Act to ensure
the reliability of address information provided under the
Medicaid program.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Medicaid Program Im-4
provement Act’’. 5
SEC. 2. ENSURING THE RELIABILITY OF ADDRESS INFOR-6
MATION PROVIDED UNDER THE MEDICAID 7
PROGRAM. 8
(a) I
NGENERAL.—Section 1902(a) of the Social Se-9
curity Act (42 U.S.C. 1396a(a)) is amended— 10

(1) in paragraph (86), by striking ‘‘and’’ at the 1
end; 2
(2) in paragraph (87)(D), by striking the period 3
at the end and inserting ‘‘; and’’; and 4
(3) by inserting after paragraph (87) the fol-5
lowing new paragraph: 6
‘‘(88) beginning January 1, 2026, provide for a 7
process to regularly obtain address information for 8
individuals enrolled under such plan (or a waiver of 9
such plan) from reliable data sources (as described 10
in section 435.919(f)(1)(iii) of title 42, Code of Fed-11
eral Regulations (or a successor regulation)) and act 12
on any changes to such an address based on such in-13
formation in accordance with such section (or suc-14
cessor regulation), except that this paragraph shall 15
only apply in the case of the 50 States and the Dis-16
trict of Columbia.’’. 17
(b) A
PPLICATION TOCHIP.—Section 2107(e)(1) of 18
the Social Security Act (42 U.S.C. 1397gg(e)(1)) is 19
amended— 20
(1) by redesignating subparagraphs (H) 21
through (U) as subparagraphs (I) through (V), re-22
spectively; and 23
(2) by inserting after subparagraph (G) the fol-24
lowing new subparagraph: 25

‘‘(H) Section 1902(a)(88) (relating to reg-1
ularly obtaining address information for enroll-2
ees).’’. 3

NSURINGTRANSMISSION OFADDRESSINFOR-4
MATIONFROMMANAGEDCAREORGANIZATIONS.—Sec-5
tion 1932 of the Social Security Act (42 U.S.C. 1396u– 6
2) is amended by adding at the end the following new sub-7
section: 8
‘‘(j) T
RANSMISSION OF ADDRESSINFORMATION.— 9
Beginning January 1, 2026, each contract under a State 10
plan with a managed care entity under section 1903(m) 11
shall provide that the entity transmits to the State any 12
address information for an individual enrolled with the en-13
tity that is provided to such entity directly from, or 14
verified by such entity directly with, such individual.’’. 15
