A BILL 
To develop a database of members of the Armed Forces 
who died in non-combat military plane crashes and to 
provide support to the families of such members, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Flight 293 Remem-4
brance Act’’. 5

SEC. 2. PROGRAM TO SUPPORT FAMILIES OF MEMBERS OF 1
THE ARMED FORCES WHO DIED IN NON-COM-2
BAT MILITARY PLANE CRASHES. 3
(a) I
DENTIFICATION.—Not later than one year after 4
the date of the enactment of this Act, the Secretary of 5
Defense, in consultation with the Secretary of Veterans 6
Affairs, shall— 7
(1) identify and document all non-combat mili-8
tary plane crashes categorized as ‘‘Operational Loss/ 9
Non-War Loss’’— 10
(A) based on a thorough review of records 11
of the Department of Defense starting with cal-12
endar year 1984; and 13
(B) for such crashes that occurred before 14
calendar year 1984, using information obtained 15
from other organizations; and 16
(2) develop and maintain a publicly accessible 17
database of the names, ranks, and service details of 18
all members of the Armed Forces who died in such 19
crashes. 20
(b) A
SSISTANCE TOFAMILIES.—The Secretary of 21
Defense, in consultation with the Secretary of Veterans 22
Affairs, shall provide assistance to the families of members 23
of the Armed Forces who died in crashes described in sub-24
section (a)(1)— 25

(1) to ensure that those families are aware of 1
and have full access to the benefits, resources, and 2
support services available from the Department of 3
Defense; 4
(2) to offer personalized guidance on navigating 5
and applying for those benefits, resources, and serv-6
ices, including financial assistance, counseling serv-7
ices, and survivor benefits tailored to non-combat 8
losses; and 9
(3) to connect those families with community 10
and peer support networks that allow them to meet 11
and share experiences with others who have faced 12
similar losses. 13
(c) D
ESIGNATEDPOINT OFCONTACT.—The Sec-14
retary of Defense shall establish a designated point of con-15
tact within the Department of Defense— 16
(1) to be responsible for guiding families of 17
members of the Armed Forces who died in crashes 18
described in subsection (a)(1) through the benefits 19
process; 20
(2) to provide those families with updates on— 21
(A) the availability of new programs, serv-22
ices, and benefits; 23
(B) changes to law that may affect the eli-24
gibility of those families for support; and 25

(C) advancements in efforts to recover 1
members who died in crashes described in sub-2
section (a)(1); and 3
(3) to liaise with relevant agencies, such as the 4
Department of Veterans Affairs, and local support 5
organizations to ensure those families receive coordi-6
nated, streamlined assistance. 7
(d) C
ONSULTATIONS.—In carrying out this section, 8
the Secretary of Defense may consult with organizations 9
with knowledge of and expertise relating to crashes de-10
scribed in subsection (a)(1). 11
(e) R
EPORTREQUIRED.—Not later than 2 years 12
after the date of the enactment of this Act, the Secretary 13
of Defense shall submit to Congress a report on efforts 14
carried out under this section that includes— 15
(1) the number of families receiving support 16
under subsection (b) and a description of the types 17
of support those families received; 18
(2) an assessment of progress made in devel-19
oping the database required by subsection (a)(2) 20
that includes an estimate of the percentage of crash-21
es described in subsection (a)(1) that have been in-22
cluded in the database as of the date of the report; 23
(3) an assessment of the effectiveness of efforts 24
carried out under this section and the satisfaction of 25

the families of members of the Armed Forces who 1
died in crashes described in subsection (a)(1); and 2
(4) any recommendations for legislative changes 3
to improve efforts carried out under this section. 4
(f) N
ONDISCRIMINATIONPROVISIONS.— 5
(1) I
N GENERAL.—For the purpose of applying 6
the prohibitions against discrimination on the basis 7
of disability under section 504 of the Rehabilitation 8
Act of 1973 (29 U.S.C. 794), on the basis of sex 9
under title IX of the Education Amendments of 10
1972 (20 U.S.C. 1681 et seq.), or on the basis of 11
race, color, or national origin under title VI of the 12
Civil Rights Act of 1964 (42 U.S.C. 2000d et seq.), 13
programs and activities funded or otherwise finan-14
cially assisted in whole or in part under this section 15
to provide assistance to families under this section, 16
even if carried out directly by the Department of 17
Defense or the Department of Veterans Affairs, are 18
considered to be education programs and activities 19
receiving Federal financial assistance. 20
(2) E
NFORCEMENT.—The Secretary of Defense 21
and the Secretary of Veterans Affairs shall effec-22
tuate the provisions of paragraph (1) by issuing reg-23
ulations, applicable to officers or employees of the 24
Department of Defense or Department of Veterans 25

this section directly, including provisions specifying 2
how the corresponding Secretary shall enforce the 3
regulations. 4
