17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Fort Ontario Holo-4
20	20	caust Refugee Shelter National Historical Park Establish-5
21	21	ment Act’’. 6
22	22	SEC. 2. DEFINITIONS. 7
23	23	In this Act: 8

25	25	AP.—The term ‘‘map’’ means the map en-9

34	34	‘‘National Historical Park’’ means the Fort Ontario 4
35	35	Holocaust Refugee Shelter National Historical Park 5
36	36	established by section 3(a)(1). 6

38	38	ECRETARY.—The term ‘‘Secretary’’ means 7
39	39	the Secretary of the Interior. 8

41	41	TATE.—The term ‘‘State’’ means the State 9

43	43	SEC. 3. ESTABLISHMENT OF FORT ONTARIO HOLOCAUST 11

47	47	STABLISHMENT.— 14
48	48	(1) I
49	49	N GENERAL.—Subject to paragraph (3), 15
50	50	there is established in the State as a unit of the Na-16
51	51	tional Park System the Fort Ontario Holocaust Ref-17
52	52	ugee Shelter National Historical Park. 18
53	53	(2) P
54	54	URPOSE.—The purpose of the National 19
55	55	Historical Park is to preserve, protect, and interpret 20
56	56	for the benefit of present and future generations re-21
57	57	sources associated with the stories of the 982 refu-22
58	58	gees from World War II who were housed at Fort 23
59	59	Ontario from August of 1944 until February of 24
60	60	1946. 25

64	64	(3) CONDITIONS OF ESTABLISHMENT .— 1

66	66	ETERMINATION BY THE SEC -2
67	67	RETARY.—The National Historical Park shall 3
68	68	not be established until the date on which the 4
69	69	Secretary determines that a sufficient quantity 5
70	70	of land or interests in land has been acquired 6
71	71	from land identified as ‘‘Proposed Boundary’’ 7
72	72	on the map to constitute a manageable park 8
73	73	unit. 9

75	75	OTICE.—Not later than 30 days 10
76	76	after the date on which the Secretary makes a 11
77	77	determination under subparagraph (A), the 12
78	78	Secretary shall publish in the Federal Register 13
79	79	notice of the establishment of the National His-14
80	80	torical Park. 15
81	81	(4) M
82	82	AP.—The map shall be on file and avail-16
83	83	able for public inspection in the appropriate offices 17
84	84	of the National Park Service. 18
85	85	(5) B
86	86	OUNDARY.—The boundary of the National 19
87	87	Historical Park shall include any land or interests in 20
88	88	land acquired by the Secretary under this section. 21

92	92	N GENERAL.—The Secretary shall admin-23
93	93	ister the National Historical Park in accordance 24

100	100	of the National Park System, including— 3
101	101	(i) sections 100101(a), 100751(a), 4
102	102	100752, 100753, and 102101 of title 54, 5

104	104	(ii) chapters 1003 and 3201 of title 7
105	105	54, United States Code. 8

107	107	GREEMENTS.— 9

109	109	OOPERATIVE AGREEMENTS .—In ac-10
110	110	cordance with section 101702 of title 54, 11
111	111	United States Code, the Secretary may enter 12
112	112	into cooperative agreements with the State or 13
113	113	other public and private entities to provide in-14
114	114	terpretive and educational services within the 15
115	115	National Historical Park. 16

117	117	NTERPRETATION AND RESTORATION 17
118	118	AGREEMENTS.—The Secretary may enter into 18
119	119	agreements to identify, interpret, and restore 19
120	120	nationally significant historic or cultural re-20
121	121	sources located on non-Federal land within the 21
122	122	boundary of, or in close proximity to, the Na-22
123	123	tional Historical Park. 23

125	125	UBLIC ACCESS.—Any cooperative 24
126	126	agreement entered into under subparagraph (B) 25

131	131	provide for reasonable public access to the non- 2
132	132	Federal land. 3

134	134	CQUISITION OF LAND.— 4
135	135	(A) I
136	136	N GENERAL.—Subject to subpara-5
137	137	graph (B), the Secretary may acquire land and 6
138	138	interests in land located within the boundary of 7
139	139	the National Historical Park by— 8
140	140	(i) donation; 9
141	141	(ii) purchase with donated or appro-10
142	142	priated funds; or 11
143	143	(iii) exchange. 12

145	145	IMITATION.—Any land owned by the 13
146	146	State or a political subdivision of the State may 14
147	147	be acquired for inclusion in the National His-15
148	148	torical Park only by donation. 16
149	149	(4) M
150	150	ANAGEMENT PLAN .—Not later than 3 fis-17
151	151	cal years after the date on which funds are made 18
152	152	available to carry out this section, the Secretary, in 19
153	153	consultation with the State, shall complete a general 20
154	154	management plan for the National Historical Park 21
155	155	in accordance with— 22
156	156	(A) section 100502 of title 54, United 23
157	157	States Code; and 24
