4949 N GENERAL.—Subject to paragraph (3), 15
5050 there is established in the State as a unit of the Na-16
5151 tional Park System the Fort Ontario Holocaust Ref-17
5252 ugee Shelter National Historical Park. 18

5454 URPOSE.—The purpose of the National 19
5555 Historical Park is to preserve, protect, and interpret 20
5656 for the benefit of present and future generations re-21
5757 sources associated with the stories of the 982 refu-22
5858 gees from World War II who were housed at Fort 23
5959 Ontario from August of 1944 until February of 24
6060 1946. 25

6767 RETARY.—The National Historical Park shall 3

6969 Secretary determines that a sufficient quantity 5
7070 of land or interests in land has been acquired 6
7171 from land identified as ‘‘Proposed Boundary’’ 7
7272 on the map to constitute a manageable park 8

7575 OTICE.—Not later than 30 days 10
7676 after the date on which the Secretary makes a 11
7777 determination under subparagraph (A), the 12
7878 Secretary shall publish in the Federal Register 13
7979 notice of the establishment of the National His-14
8080 torical Park. 15

8282 AP.—The map shall be on file and avail-16
8383 able for public inspection in the appropriate offices 17
8484 of the National Park Service. 18

8686 OUNDARY.—The boundary of the National 19
8787 Historical Park shall include any land or interests in 20
8888 land acquired by the Secretary under this section. 21

107107 GREEMENTS.— 9

109109 OOPERATIVE AGREEMENTS .—In ac-10
110110 cordance with section 101702 of title 54, 11
111111 United States Code, the Secretary may enter 12
112112 into cooperative agreements with the State or 13
113113 other public and private entities to provide in-14
114114 terpretive and educational services within the 15
115115 National Historical Park. 16

117117 NTERPRETATION AND RESTORATION 17
118118 AGREEMENTS.—The Secretary may enter into 18
119119 agreements to identify, interpret, and restore 19
120120 nationally significant historic or cultural re-20
121121 sources located on non-Federal land within the 21
122122 boundary of, or in close proximity to, the Na-22
123123 tional Historical Park. 23

125125 UBLIC ACCESS.—Any cooperative 24
126126 agreement entered into under subparagraph (B) 25

134134 CQUISITION OF LAND.— 4
135135 (A) I
136136 N GENERAL.—Subject to subpara-5
137137 graph (B), the Secretary may acquire land and 6
138138 interests in land located within the boundary of 7
139139 the National Historical Park by— 8
140140 (i) donation; 9
141141 (ii) purchase with donated or appro-10
142142 priated funds; or 11
143143 (iii) exchange. 12

145145 IMITATION.—Any land owned by the 13
146146 State or a political subdivision of the State may 14
147147 be acquired for inclusion in the National His-15
148148 torical Park only by donation. 16
149149 (4) M
150150 ANAGEMENT PLAN .—Not later than 3 fis-17
151151 cal years after the date on which funds are made 18
152152 available to carry out this section, the Secretary, in 19
153153 consultation with the State, shall complete a general 20
154154 management plan for the National Historical Park 21
155155 in accordance with— 22
156156 (A) section 100502 of title 54, United 23
157157 States Code; and 24
