| 29 | 29 | | UTHORITY.—Not later than 180 days after the 2 |

| 30 | 30 | | date of enactment of this Act, the Secretary of Education 3 |

| 31 | 31 | | shall establish a program to appoint independent, third- 4 |
|---|
| 32 | 32 | | party, antisemitism monitors to monitor institutions of 5 |
|---|
| 33 | 33 | | higher education that the Secretary has determined, based 6 |
|---|
| 34 | 34 | | on data received from the Office for Civil Rights of the 7 |
|---|
| 35 | 35 | | Department of Education, have a high incidence of 8 |
|---|
| 36 | 36 | | antisemitic activity and that receive funds under the High-9 |
|---|
| 37 | 37 | | er Education Act of 1965 (20 U.S.C. 1001 et seq.). The 10 |

| 38 | 38 | | Secretary shall develop an antisemitism monitorship 11 |

| 39 | 39 | | agreement, to be entered into by an antisemitism monitor 12 |
|---|
| 40 | 40 | | and an institution of higher education, that designates the 13 |

| 41 | 41 | | terms and conditions of the monitorship and that requires 14 |
|---|
| 42 | 42 | | the institution of higher education to provide for the rea-15 |
|---|
| 43 | 43 | | sonable expenses of the antisemitism monitor. 16 |
