2828 (a) A
2929 UTHORITY.—Not later than 180 days after the 2
3030 date of enactment of this Act, the Secretary of Education 3
3131 shall establish a program to appoint independent, third- 4
3232 party, antisemitism monitors to monitor institutions of 5
3333 higher education that the Secretary has determined, based 6
3434 on data received from the Office for Civil Rights of the 7
3535 Department of Education, have a high incidence of 8
3636 antisemitic activity and that receive funds under the High-9
3737 er Education Act of 1965 (20 U.S.C. 1001 et seq.). The 10
3838 Secretary shall develop an antisemitism monitorship 11
3939 agreement, to be entered into by an antisemitism monitor 12
4040 and an institution of higher education, that designates the 13
4141 terms and conditions of the monitorship and that requires 14
4242 the institution of higher education to provide for the rea-15
4343 sonable expenses of the antisemitism monitor. 16

4545 UTIES OFANTISEMITISMMONITOR.—An anti-17
4646 semitism monitor appointed to an institution of higher 18
4747 education by the Secretary of Education shall— 19
4848 (1) operate under the antisemitism monitorship 20
4949 agreement developed by the Secretary and entered 21
5050 into with the institution of higher education; 22
5151 (2) provide quarterly reports, which shall be 23
5252 made publicly available and posted on the website of 24
5353 the institution of higher education and the Depart-25
5454 ment of Education, evaluating the progress that the 26

6262 ments, as needed, and the institution of higher edu-5
6363 cation, that includes recommendations of actions, 6
6464 policies, and sanctions, as appropriate, to prevent 7
6565 and reduce antisemitism at the institution. 8

6767 EFINITION OFINSTITUTION OFHIGHEREDU-9
6868 CATION.—In this section, the term ‘‘institution of higher 10
6969 education’’ has the meaning given such term in section 11
7070 102 of the Higher Education Act of 1965 (20 U.S.C. 12
