2525 This Act may be cited as the ‘‘Project Turnkey Act’’. 4

3030 Subtitle E of the HOME Investment Partnerships 2
3131 Act (42 U.S.C. 12821) is amended by adding at the end 3

3333 ‘‘SEC. 272. PROJECT TURNKEY PROGRAM. 5
3434 ‘‘(a) I
3535 NGENERAL.—There is established a Project 6
3636 Turnkey Program through which the Secretary shall 7
3737 award amounts to eligible entities to use for eligible activi-8
3838 ties. 9
3939 ‘‘(b) U
4040 SE OFAMOUNTS BYELIGIBLEENTITIES.— 10
4141 ‘‘(1) A
4242 DMINISTRATIVE AND PLANNING COSTS .— 11
4343 An eligible entity that receives amounts under this 12
4444 section may use not more than 15 percent of such 13
4545 amounts for administrative and planning costs. 14
4646 ‘‘(2) O
4747 PERATING EXPENSES OF OTHER ORGANI -15
4848 ZATIONS.— 16
4949 ‘‘(A) I
5050 N GENERAL.—An eligible entity that 17
5151 receives amounts under this section may use 18
5252 not more than 5 percent of such amounts to 19
5353 cover the operating expenses of community 20
5454 housing development organizations and non-21
5555 profit organizations carrying out activities au-22
5656 thorized under this section. 23
5757 ‘‘(B) An eligible entity may only use 24
5858 amounts in the manner described in subpara-25
5959 graph (A) if— 26

6363 ‘‘(i) such funds are used to develop 1
6464 the capacity of the community housing de-2
6565 velopment organization or nonprofit orga-3
6666 nization in the jurisdiction or insular area 4
6767 to carry out activities authorized under 5
6868 this section; and 6
6969 ‘‘(ii) the community housing develop-7
7070 ment organization or nonprofit organiza-8
7171 tion complies with the limitation on assist-9
7272 ance in section 234(b). 10
7373 ‘‘(3) C
7474 ONTRACTING.—A grantee, when con-11
7575 tracting with service providers engaged directly in 12
7676 the provision of supportive services as defined by 13
7777 section 578.53 of title 24, Code of Federal Regula-14
7878 tions shall, to the extent practicable, enter into con-15
7979 tracts in amounts that cover the actual total pro-16
8080 gram costs and administrative overhead to provide 17
8181 the services contracted. 18
8282 ‘‘(c) S
8383 UBGRANTS.—Any eligible entity that is a public 19
8484 entity may subgrant any amounts received under this sec-20
8585 tion. 21
8686 ‘‘(d) S
8787 UPPLEMENTNOTSUPPLANT.—As a condition 22
8888 of receiving amounts under this section, an eligible entity 23
8989 shall use such funds received under this section only to 24
9090 supplement the level of State or local funds that would, 25

9797 UTHORIZATION OF APPROPRIATIONS.—In ad-3
9898 dition to amounts otherwise available under this Act, there 4
9999 is authorized to be appropriated to carry out this section 5

102102 VAILABILITY OFAMOUNTS.—Amounts appro-7
103103 priated pursuant to this section shall remain available 8
104104 until 2035. 9
105105 ‘‘(g) A
106106 LLOCATION OFAMOUNTS.— 10
107107 ‘‘(1) F
108108 ORMULA ASSISTANCE .—Except as pro-11
109109 vided in paragraphs (2) and (3), the Secretary shall 12
110110 allocate amounts appropriated under this section to 13
111111 grantees that received allocations under section 217 14
112112 in fiscal year 2025. 15
113113 ‘‘(2) T
114114 ECHNICAL ASSISTANCE.—$25,000,000 of 16
115115 any amounts appropriated under this section may be 17
116116 provided by the Secretary to be used to increase ca-18
117117 pacity building and technical assistance available to 19
118118 grantees receiving amounts under this section. 20
119119 ‘‘(3) A
120120 DMINISTRATION.—Not more than 21
121121 $50,000,000 of any amounts appropriated under 22
122122 this section may be used by the Secretary to cover 23
123123 costs related to the administration and implementa-24
124124 tion of this section. 25

128128 ‘‘(4) WAIVERS AND ALTERNATIVE REQUIRE -1
129129 MENTS.—The Secretary may waive or specify alter-2
130130 native requirements for any provision of the Cran-3
131131 ston-Gonzalez National Affordable Housing Act (42 4
132132 U.S.C. 12701 et seq.) and titles I and IV of the 5
133133 McKinney-Vento Homelessness Act (42 U.S.C. 6
134134 11301 et seq., 11360 et seq.) or regulation for the 7
135135 administration of the amounts made available under 8
136136 this section other than requirements related to fair 9
137137 housing, nondiscrimination, labor standards, and the 10
138138 environment, upon a finding that the waiver or alter-11
139139 native requirement is necessary to expedite or facili-12
140140 tate the use of amounts made available under this 13
141141 section. 14
142142 ‘‘(h) S
143143 PECIALRULES.—The cost limits described in 15
144144 section 212(e), the commitment requirements described in 16
145145 section 218(g), the matching requirements described in 17
146146 section 220, and the set-aside for housing developed, spon-18
147147 sored, or owned by community housing development orga-19
148148 nizations required in section 231 shall not apply for any 20
149149 amounts appropriated under this section. 21
150150 ‘‘(i) D
151151 EFINITIONS.—In this section: 22
152152 ‘‘(1) Q
153153 UALIFYING INDIVIDUAL OR FAMILY DE -23
154154 FINED.—The term ‘qualifying individual or family’ 24
155155 means an individual or family that is— 25

160160 section 103(a) of the McKinney-Vento Home-2
161161 less Assistance Act; 3
162162 ‘‘(B) at-risk of homelessness, as defined in 4
163163 section 401(1) of the McKinney-Vento Home-5
164164 less Assistance Act (42 U.S.C. 11360(1); 6
165165 ‘‘(C) fleeing, or attempting to flee, domes-7
166166 tic violence, dating violence, sexual assault, 8
167167 stalking, or human trafficking, as such terms 9
168168 are defined by the Secretary; 10
169169 ‘‘(D) a homeless children or youth, as that 11
170170 term is defined in section 725 of McKinney- 12
171171 Vento Homeless Assistance Act (42 U.S.C. 13
172172 11434a); or 14
173173 ‘‘(E) a youth experiencing homelessness as 15
174174 that term is defined in section 38723 of the 16
175175 Runaway and Homeless Youth Act (34 U.S.C. 17
176176 11279). 18
177177 ‘‘(2) E
178178 LIGIBLE ENTITY.—The term ‘eligible en-19
179179 tity’ means— 20
180180 ‘‘(A) a State, city, county, regional govern-21
181181 ment, or territory government; 22
182182 ‘‘(B) a public housing agency; 23
183183 ‘‘(C) a project sponsor receiving amounts 24
184184 under the Continuum of Care program under 25

190190 ‘‘(D) a nonprofit that provides housing; 3
191191 ‘‘(E) a Community Development Corpora-4
192192 tion; or 5
193193 ‘‘(F) a Community Development Financial 6
194194 Institution. 7
195195 ‘‘(3) E
196196 LIGIBLE ACTIVITY.—The term ‘eligible 8
197197 activity’ means— 9
198198 ‘‘(A) rental assistance, including— 10
199199 ‘‘(i) providing rent payment assist-11
200200 ance; 12
201201 ‘‘(ii) providing security deposit assist-13
202202 ance; and 14
203203 ‘‘(iii) providing utility deposits and 15
204204 utility payments; 16
205205 ‘‘(B) any eligible use of investments de-17
206206 scribed under section 212(a); 18
207207 ‘‘(C) supportive services as defined in sec-19
208208 tion 578.53 of title 24, Code of Federal Regula-20
209209 tions including— 21
210210 ‘‘(i) activities listed in section 401(29) 22
211211 of the McKinney-Vento Homeless Assist-23
212212 ance Act (42 U.S.C. 11360(29)); 24
213213 ‘‘(ii) housing counseling; and 25

218218 ‘‘(D) the acquisition, development, and op-2
219219 eration of non-congregate shelter units or af-3
220220 fordable rental housing; 4
221221 ‘‘(E) the rehabilitation, retrofitting, and 5
222222 conversion of newly acquired or vacant prop-6
223223 erties, including motels, hotels, schools, hos-7
224224 pitals, and office buildings, for the purposes of 8
225225 providing affordable housing or shelter; 9
226226 ‘‘(F) the repair and expansion of shelters 10
227227 and preservation of bed capacity; and 11
228228 ‘‘(G) any other purpose as determined ap-12
229229 propriate by the Secretary. 13
230230 ‘‘(4) H
231231 OTEL.—The term ‘hotel’ has the mean-14
232232 ing given the term in section 301(7)(A) of the Amer-15
233233 icans with Disabilities Act of 1990 (42 U.S.C. 16
234234 12181(7)(A)), that are no longer affecting commerce 17
235235 (as such term is defined in such section 301). 18
236236 ‘‘(5) M
237237 OTEL.—The term ‘motel’ has the mean-19
238238 ing given the term in section 301(7)(A) of the Amer-20
239239 icans with Disabilities Act of 1990 (42 U.S.C. 21
240240 12181(7)(A)), that are no longer affecting commerce 22
241241 (as such term is defined in such section 301).’’. 23
