2121 This Act may be cited as the ‘‘Guaranteeing Reli-4
2222 ability through the Interconnection of Dispatchable Power 5
2323 Act’’ or the ‘‘GRID Power Act’’. 6

2929 (1) BULK-POWER SYSTEM.—The term ‘‘bulk- 1
3030 power system’’ has the meaning given the term in 2
3131 section 215(a) of the Federal Power Act (16 U.S.C. 3
3232 824o(a)). 4

3434 OMMISSION.—The term ‘‘Commission’’ 5
3535 means the Federal Energy Regulatory Commission. 6

3737 ISPATCHABLE POWER .—The term 7
3838 ‘‘dispatchable power’’ means an electric energy gen-8
3939 eration resource capable of providing known and 9
4040 forecastable electric supply in time intervals nec-10
4141 essary to ensure grid reliability. 11

4343 RID RELIABILITY.—The term ‘‘grid reli-12
4444 ability’’ means the ability of the electric grid to de-13
4545 liver an adequate, secure, and stable flow of elec-14
4646 tricity in the quantity and with the quality de-15
4747 manded by users, taking into account the ability of 16
4848 the bulk-power system to withstand sudden disturb-17
4949 ances. 18

5151 RID RESILIENCE.—The term ‘‘grid resil-19
5252 ience’’ means the ability of the electric grid to adapt 20
5353 to changing physical conditions and withstand and 21
5454 rapidly recover from significant disturbances, includ-22
5555 ing natural disasters, cyber-attacks, and other un-23
5656 foreseen events. 24

7070 ESOURCE ADEQUACY .—The term ‘‘re-9
7171 source adequacy’’ means the ability of the electric 10
7272 system to meet the aggregate electrical demand and 11
7373 energy requirements of end-use customers at all 12
7474 times, accounting for scheduled and reasonably ex-13
7575 pected unscheduled outages of bulk-power system 14

7878 RANSMISSION PROVIDER .—The term 16
7979 ‘‘transmission provider’’ means— 17
8080 (A) a public utility (as defined in section 18
8181 201(e) of the Federal Power Act (16 U.S.C. 19
8282 824(e))) that owns, operates, or controls 1 or 20
8383 more transmission facilities; 21
8484 (B) an Independent System Operator; and 22
8585 (C) a Regional Transmission Organization. 23

9090 QUEUE FLEXIBILITY. 2
9191 (a) I
9292 NGENERAL.—Not later than 90 days after the 3
9393 date of enactment of this Act, the Commission shall ini-4
9494 tiate a rulemaking— 5
9595 (1) to address the inefficiencies and ineffective-6
9696 ness of existing procedures for processing inter-7
9797 connection requests to ensure that new dispatchable 8
9898 power projects that improve grid reliability and re-9
9999 source adequacy can interconnect to the electric grid 10
100100 quickly, cost-effectively, and reliably; and 11
101101 (2) to amend the pro forma Large Generator 12
102102 Interconnection Procedures and, as appropriate, the 13
103103 pro forma Large Generator Interconnection Agree-14
104104 ment, promulgated pursuant to section 35.28(f) of 15
105105 title 18, Code of Federal Regulations (or successor 16
106106 regulations)— 17
107107 (A) to authorize transmission providers to 18
108108 submit proposals to the Commission to adjust 19
109109 the interconnection queue of the transmission 20
110110 provider to prioritize new dispatchable power 21
111111 projects that will improve grid reliability and 22
112112 resource adequacy by assigning those projects 23
113113 higher positions in the interconnection queue; 24
114114 and 25
115115 (B) to require transmission providers— 26

122122 prioritization of the relevant projects; 4

124124 (II) a description of how the 6
125125 prioritization of those projects will im-7
126126 prove grid reliability or grid resilience; 8
127127 (ii) to provide a process for public 9
128128 comment and stakeholder engagement be-10
129129 fore a proposal described in subparagraph 11
130130 (A) is submitted to the Commission; and 12
131131 (iii) to provide regular reporting to 13
132132 the Commission on the state of grid reli-14
133133 ability and grid resilience, including report-15
134134 ing on any actions taken pursuant to this 16
135135 Act. 17

137137 OMMISSIONAPPROVAL.—To ensure timely re-18
138138 sponses to grid reliability concerns, not later than 60 days 19
139139 after a proposal is submitted pursuant to subsection 20
140140 (a)(2), the Commission shall— 21
141141 (1) review the proposal; and 22
142142 (2) approve or deny the proposal. 23

144144 EADLINE FORFINALRULE.—Not later than 24

150150 rulemaking initiated under subsection (a). 2

152152 ERIODICREVIEW.—Not less frequently than 3
153153 once every 5 years, the Commission shall review and, if 4
154154 necessary, update the regulations promulgated under this 5
155155 section to ensure that those regulations remain effective 6
156156 and relevant to evolving grid reliability and grid resilience 7
157157 challenges. 8
