1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Safe Passage on Inter-4
2121 states Act of 2025’’. 5
2222 SEC. 2. OBSTRUCTION OF INTERSTATE HIGHWAYS. 6

2424 NGENERAL.—Chapter 65 of title 18, United 7
2525 States Code, is amended by adding at the end the fol-8

3030 ‘‘§ 1370. Obstruction of interstate highways 1

3232 EFINITION.—In this section, the term ‘inter-2
3333 state highway’ means a highway on the Interstate System 3
3434 (as defined in section 101(a) of title 23). 4
3535 ‘‘(b) O
3636 FFENSE.— 5
3737 ‘‘(1) I
3838 N GENERAL.—It shall be unlawful to 6
3939 knowingly engage in an activity described in para-7
4040 graph (2) on an interstate highway with the intent 8
4141 to obstruct the free, convenient, and normal use of 9
4242 the interstate highway. 10
4343 ‘‘(2) A
4444 CTIVITIES DESCRIBED.—The activities 11
4545 described in this paragraph are— 12
4646 ‘‘(A) deliberately delaying traffic on an 13
4747 interstate highway; 14
4848 ‘‘(B) standing or approaching a motor ve-15
4949 hicle on an interstate highway; or 16
5050 ‘‘(C) endangering the safe movement of a 17
5151 motor vehicle on an interstate highway. 18

5353 XCEPTION.—Paragraph (1) shall not 19
5454 apply to any lawful activity conducted or authorized 20
5555 by the United States, a State, or a political subdivi-21
5656 sion of a State. 22

6060 N GENERAL.—Any person who violates 24
6161 subsection (b) shall be fined not more than $10,000, 25
6262 imprisoned for not more than 15 years, or both. 26

6666 ‘‘(2) OBSTRUCTION OF EMERGENCY VEHI -1
6767 CLE.—Any person who, in the course of violating 2
6868 subsection (b), knowingly obstructs the passage of 3
6969 an authorized emergency vehicle (as defined in sec-4
7070 tion 1001.4 of title 36, Code of Federal Regulations, 5
7171 or any successor regulation) shall be fined not more 6
7272 than $15,000, imprisoned for not more than 20 7
7373 years, or both. 8
7474 ‘‘(3) V
7575 IOLATION RESULTING IN DEATH .—Any 9
7676 person who commits a violation of subsection (b) 10
7777 that results in the death of any other person shall 11
7878 be fined not more than the applicable amount under 12
7979 paragraph (1) or (2) of this subsection, imprisoned 13
8080 for any term of years or for life, or both.’’. 14
