15	15	To criminalize the intentional obstruction of roadways on
16	16	the Interstate System.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Safe Passage on Inter-4
21	21	states Act of 2025’’. 5
22	22	SEC. 2. OBSTRUCTION OF INTERSTATE HIGHWAYS. 6
23	23	(a) I
24	24	NGENERAL.—Chapter 65 of title 18, United 7
25	25	States Code, is amended by adding at the end the fol-8
26	26	lowing: 9

30	30	‘‘§ 1370. Obstruction of interstate highways 1
31	31	‘‘(a) D
32	32	EFINITION.—In this section, the term ‘inter-2
33	33	state highway’ means a highway on the Interstate System 3
34	34	(as defined in section 101(a) of title 23). 4
35	35	‘‘(b) O
36	36	FFENSE.— 5
37	37	‘‘(1) I
38	38	N GENERAL.—It shall be unlawful to 6
39	39	knowingly engage in an activity described in para-7
40	40	graph (2) on an interstate highway with the intent 8
41	41	to obstruct the free, convenient, and normal use of 9
42	42	the interstate highway. 10
43	43	‘‘(2) A
44	44	CTIVITIES DESCRIBED.—The activities 11
45	45	described in this paragraph are— 12
46	46	‘‘(A) deliberately delaying traffic on an 13
47	47	interstate highway; 14
48	48	‘‘(B) standing or approaching a motor ve-15
49	49	hicle on an interstate highway; or 16
50	50	‘‘(C) endangering the safe movement of a 17
51	51	motor vehicle on an interstate highway. 18
52	52	‘‘(3) E
53	53	XCEPTION.—Paragraph (1) shall not 19
54	54	apply to any lawful activity conducted or authorized 20
55	55	by the United States, a State, or a political subdivi-21
56	56	sion of a State. 22

58	58	ENALTIES.— 23
59	59	‘‘(1) I
60	60	N GENERAL.—Any person who violates 24
61	61	subsection (b) shall be fined not more than $10,000, 25
62	62	imprisoned for not more than 15 years, or both. 26

66	66	‘‘(2) OBSTRUCTION OF EMERGENCY VEHI -1
67	67	CLE.—Any person who, in the course of violating 2
68	68	subsection (b), knowingly obstructs the passage of 3
69	69	an authorized emergency vehicle (as defined in sec-4
70	70	tion 1001.4 of title 36, Code of Federal Regulations, 5
71	71	or any successor regulation) shall be fined not more 6
72	72	than $15,000, imprisoned for not more than 20 7
73	73	years, or both. 8
74	74	‘‘(3) V
75	75	IOLATION RESULTING IN DEATH .—Any 9
76	76	person who commits a violation of subsection (b) 10
77	77	that results in the death of any other person shall 11
78	78	be fined not more than the applicable amount under 12
79	79	paragraph (1) or (2) of this subsection, imprisoned 13
80	80	for any term of years or for life, or both.’’. 14

83	83	The table of sections for chapter 65 of title 18, United 16
84	84	States Code, is amended by adding at the end the fol-17
85	85	lowing: 18
