2929 NADMISSIBILITY.—Section 212(a)(2) of the Im-3
3030 migration and Nationality Act (8 U.S.C. 1182(a)(2)) is 4
3131 amended by adding at the end the following: 5
3232 ‘‘(J) C
3333 ENSORSHIP.—Any alien who, while 6
3434 serving as a foreign government official, was re-7
3535 sponsible for or directly carried out, at any 8
3636 time, any act against a United States citizen lo-9
3737 cated in the United States that, if committed by 10
3838 a United States government official in the 11
3939 United States, would violate the First Amend-12
4040 ment to the Constitution of the United States, 13
4141 is inadmissible.’’. 14

4343 EPORTABILITY.—Section 237(a)(2) of the Im-15
4444 migration and Nationality Act (8 U.S.C. 1227(a)(2)) is 16
