2828 This Act may be cited as the ‘‘Weather Alert Re-4
2929 sponse and Notification Act’’ or the ‘‘WARN Act’’. 5

3535 (a) I
3636 NGENERAL.—The Comptroller General of the 3
3737 United States shall conduct a study on the effectiveness 4
3838 of local, State, territory, and Federal emergency alerting 5
3939 systems in disseminating timely and relevant information 6
4040 during weather-related emergencies to help communities 7
4141 develop better policies and procedures for emergency re-8
4242 sponse and enhance public safety in the event of a weath-9
4343 er-related emergency. 10

4545 ONTENTS.—In conducting the study under sub-11
4646 section (a), the Comptroller General shall— 12
4747 (1) evaluate the efficacy of various alert medi-13
4848 ums, including platforms such as social media, to 14
4949 disseminate emergency alerts, including travel bans 15
5050 and mass power outages, during extreme weather 16
5151 events; 17
5252 (2) assess the extent that guidance and training 18
5353 exists for developing alert content, such as ensuring 19
5454 alerts are clear, relevant, and provide the public with 20
5555 actionable information; and 21
5656 (3) determine whether improvements could be 22
5757 made to public alerting, including outdoor siren sys-23
5858 tems, based on input from a selected sample of 24
5959 emergency managers, local officials, and community 25
6060 groups. 26

6464 (c) REPORT.—Not later than 18 months after the 1
6565 date of enactment of this Act, the Comptroller General 2
