2222 SECTION 1. SHORT TITLE. 3
2323 This Act may be cited as the ‘‘Cartel And Radical 4
2424 Terrorist Enforcement Log Act of 2025’’ or the ‘‘CAR-5
2525 TEL Act of 2025’’. 6

3131 Not later than the seventh day of each month begin-3
3232 ning with the second full month after the date of the en-4
3333 actment of this Act, the Commissioner of U.S. Customs 5
3434 and Border Protection shall publish on a publicly available 6
3535 website of the Department of Homeland Security informa-7
3636 tion relating to the total number of alien encounters and 8
3737 nationalities, unique alien encounters and nationalities, 9
3838 gang affiliated apprehensions and nationalities, drug sei-10
3939 zures, alien encounters included in the terrorist screening 11
4040 database and nationalities, arrests of criminal aliens or in-12
4141 dividuals wanted by law enforcement and nationalities, 13
4242 known got aways, encounters with deceased aliens, alien 14
4343 encounters and apprehensions affiliated with transnational 15
4444 criminal organizations, and all other related or associated 16
4545 statistics recorded by U.S. Customs and Border Protec-17
4646 tion during the immediately preceding month. Each such 18
4747 publication shall include the following: 19
4848 (1) The total number of individuals included in 20
4949 the terrorist screening database (as such term is de-21
5050 fined in section 2101 of the Homeland Security Act 22
5151 of 2002 (6 U.S.C. 621)) who have repeatedly at-23
5252 tempted to cross unlawfully into the United States. 24
5353 (2) The total number of individuals included in 25
5454 the terrorist screening database who have been ap-26

6767 been apprehended, including information relating to 10
6868 whether such individuals were released into the 11
6969 United States or removed. 12
7070 SEC. 3. REPORT TO CONGRESS ON FOREIGN TERRORIST 13
7171 ORGANIZATIONS AND TRANSNATIONAL 14
7272 CRIMINAL ORGANIZATIONS. 15
7373 (a) I
7474 NGENERAL.—Not later than 90 days after the 16
7575 date of enactment of this Act, and annually thereafter, 17
7676 the Secretary of Homeland Security shall submit to the 18
7777 Committee on Homeland Security of the House of Rep-19
7878 resentatives and the Committee on Homeland Security 20
7979 and Governmental Affairs of the Senate an assessment of 21
8080 foreign terrorist organizations and transnational criminal 22
8181 organizations attempting to move their members or affili-23
8282 ates into the United States through the southern, north-24
8383 ern, or maritime border. 25

8787 (b) DEFINITION.—In this section, the term ‘‘foreign 1
8888 terrorist organization’’ means an organization described in 2
8989 section 219 of the Immigration and Nationality Act (8 3
