| 29 | 29 | | NGENERAL.—The Administrator of the Na-3 |

| 30 | 30 | | tional Aeronautics and Space Administration, using the 4 |

| 31 | 31 | | authority under section 3204(a)(3)(B) of title 10, United 5 |

| 32 | 32 | | States Code, shall— 6 |

| 33 | 33 | | (1) establish a university-affiliated research 7 |
|---|
| 34 | 34 | | center to facilitate capabilities in support of the Na-8 |
|---|
| 35 | 35 | | tional Aeronautics and Space Administration; 9 |
|---|
| 36 | 36 | | (2) use such a university-affiliated research cen-10 |
|---|
| 37 | 37 | | ter to fund analyses and engineering support related 11 |
|---|
| 38 | 38 | | to cis-lunar and deep-space missions and interplan-12 |
|---|
| 39 | 39 | | etary research; and 13 |
|---|
| 40 | 40 | | (3) ensure such a university-affiliated research 14 |
|---|
| 41 | 41 | | center— 15 |
|---|
| 42 | 42 | | (A) is held accountable for the technical 16 |
|---|
| 43 | 43 | | quality of the work product developed under 17 |
|---|
| 44 | 44 | | this section; and 18 |

| 45 | 45 | | (B) has established expertise in convening 19 |
|---|
| 46 | 46 | | academic and private sector groups to facilitate 20 |
|---|
| 47 | 47 | | research and private-public partnerships. 21 |

| 52 | 52 | | sity-affiliated research center under subsection (a)— 25 |
