2121 This Act may be cited as the ‘‘Truth in Tuition Act 4
2222 of 2025’’. 5
2323 SEC. 2. NOTICE OF TUITION LEVELS. 6
2424 (a) A
2525 MENDMENT.—Section 487(a) of the Higher 7
2626 Education Act of 1965 (20 U.S.C. 1094(a)) is amended 8
2727 by adding at the end the following new paragraph: 9

3131 ‘‘(30)(A) The institution will provide to each 1
3232 student admitted to an undergraduate or graduate 2
3333 program— 3
3434 ‘‘(i) a multi-year tuition and fee schedule; 4
3535 or 5
3636 ‘‘(ii) a single-year tuition and fee schedule, 6
3737 and a nonbinding, multi-year estimate of net 7
3838 costs after all financial aid is awarded, assum-8
3939 ing constant family and student income, assets, 9
4040 and relevant circumstances. 10
4141 ‘‘(B) Multi-year schedules and estimates re-11
4242 quired by subparagraph (A)— 12
4343 ‘‘(i) may include a percentage or dollar in-13
4444 crease or decrease of any size the institution de-14
4545 termines to be appropriate from one year to the 15
4646 next; and 16
4747 ‘‘(ii) shall indicate, on a year-by-year basis, 17
4848 costs for the normal duration of such student’s 18
4949 undergraduate or graduate program. 19
5050 ‘‘(C) Institutions that elect a single-year tuition 20
5151 and fee schedule under subparagraph (A)(ii) shall 21
5252 include with each multi-year estimate provided under 22
5353 such subparagraph the average deviation, in percent-23
5454 age terms, between previous year estimates and ac-24
5555 tual net costs for students at their institution. 25

5959 ‘‘(D) The Secretary shall waive the require-1
6060 ments of subparagraph (A) if the institution dem-2
6161 onstrates to the Secretary that the requirements of 3
6262 subparagraph (A) are not practicable because of the 4
6363 occurrence of one or more events causing the institu-5
6464 tion severe economic distress, dramatic reduction of 6
6565 State or Federal aid, or any other circumstance de-7
6666 termined to be appropriate by the Secretary.’’. 8

6868 FFECTIVEDATE.—The amendment made by 9
6969 subsection (a) shall be effective on the date that is 120 10
7070 days after the date of enactment of this Act. 11
