A BILL
To prohibit the use of Federal funds to support cell-cultured
meat, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Right to Eat Authentic 4
and Legitimate Meat Act of 2025’’ or the ‘‘REAL Meat 5
Act of 2025’’. 6
SEC. 2. NO FEDERAL FUNDS SUPPORTING CELL-CULTURED 7
MEAT. 8
(a) I
NGENERAL.—Subject to subsection (b), no Fed-9
eral funds may be used to support, directly or indirectly, 10

the production, advancement, or enhancement of cell-cul-1
tured meat, including through— 2
(1) conducting or supporting research on cell- 3
cultured meat; 4
(2) supporting meatpacking plants, organiza-5
tions, or groups relating to cell-cultured meat; 6
(3) allowing for the receipt of any assistance or 7
other benefit under a program administered by the 8
Secretary of Agriculture for any product that in-9
cludes as an ingredient cell-cultured meat; and 10
(4) the promotion and advertisement of cell-cul-11
tured meat. 12
(b) NASA E
XEMPTION.—The prohibition described 13
in subsection (a) shall not apply to Federal funds of the 14
National Aeronautics and Space Administration used to 15
support, directly or indirectly, the production, advance-16
ment, or enhancement of cell-cultured meat that is in-17
tended for off-planet consumption. 18
(c) C
ELL-CULTUREDMEATDEFINED.—In this sec-19
tion, the term ‘‘cell-cultured meat’’ means meat that is 20
sourced from the cells of animals and artificially produced 21
in a laboratory. 22
