award schedule program, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Value Over Cost Act 4
of 2025’’. 5

SEC. 2. PROVIDING BEST VALUE THROUGH THE MULTIPLE 1
AWARD SCHEDULE PROGRAM. 2
(a) I
NGENERAL.—Section 152(3)(B) of title 41, 3
United States Code, is amended to read as follows: 4
‘‘(B) orders and contracts under those pro-5
cedures result in— 6
‘‘(i) the lowest overall cost alternative; 7
or 8
‘‘(ii) in the case that the Adminis-9
trator of General Services determines that 10
obtaining best value (as described under 11
section 15.101 of the Federal Acquisition 12
Regulation) is necessary to promote the 13
best interests of the Federal Government, 14
obtaining the best value to meet the needs 15
of the Federal Government.’’. 16
(b) C
ONFORMING AMENDMENT.—Section 17
3012(3)(B) of title 10, United States Code, is amended 18
to read as follows: 19
‘‘(B) orders and contracts under those pro-20
