| 29 | 29 | | NGENERAL.—The Secretary of Health and 4 |

| 30 | 30 | | Human Services (referred to in this section as the ‘‘Sec-5 |

| 31 | 31 | | retary’’) shall award a grant, contract, or cooperative 6 |
|---|
| 32 | 32 | | agreement to an eligible entity for purposes of conducting 7 |
|---|
| 33 | 33 | | a longitudinal study on any human health effects as a con-8 |
|---|
| 34 | 34 | | sequence of the February 3, 2023, train derailment in 9 |
|---|
| 35 | 35 | | East Palestine, Ohio, and subsequent venting and burning 10 |
|---|
| 36 | 36 | | of chemicals. 11 |

|---|
| 38 | 38 | | LIGIBLEENTITY.—To be eligible for the award 12 |
|---|
| 39 | 39 | | under subsection (a), an entity shall be a consortium of 13 |
|---|
| 40 | 40 | | public or private institutions of higher education that dem-14 |
|---|
| 41 | 41 | | onstrates requisite capacity and expertise to carry out the 15 |
|---|
| 42 | 42 | | study described in such subsection. The Secretary shall 16 |
|---|
| 43 | 43 | | give additional consideration to eligible entities that have 17 |
|---|
| 44 | 44 | | established relationships within the affected communities. 18 |

| 46 | 46 | | EPORTS.—The Secretary shall submit to the 19 |

| 47 | 47 | | Committee on Health, Education, Labor, and Pensions of 20 |
