2525 SEC. 2. STUDY ON PUBLIC HEALTH IMPACTS AS A CON-1

2828 (a) I
2929 NGENERAL.—The Secretary of Health and 4
3030 Human Services (referred to in this section as the ‘‘Sec-5
3131 retary’’) shall award a grant, contract, or cooperative 6
3232 agreement to an eligible entity for purposes of conducting 7
3333 a longitudinal study on any human health effects as a con-8
3434 sequence of the February 3, 2023, train derailment in 9
3535 East Palestine, Ohio, and subsequent venting and burning 10
3636 of chemicals. 11
3737 (b) E
3838 LIGIBLEENTITY.—To be eligible for the award 12
3939 under subsection (a), an entity shall be a consortium of 13
4040 public or private institutions of higher education that dem-14
4141 onstrates requisite capacity and expertise to carry out the 15
4242 study described in such subsection. The Secretary shall 16
4343 give additional consideration to eligible entities that have 17
4444 established relationships within the affected communities. 18

4646 EPORTS.—The Secretary shall submit to the 19
4747 Committee on Health, Education, Labor, and Pensions of 20
4848 the Senate and the Committee on Energy and Commerce 21
4949 of the House of Representatives— 22
5050 (1) not later than 2 years after the date on 23
5151 which an award is made pursuant to subsection (a), 24
5252 a report summarizing the progress of such study, in-25
5353 cluding a description of any challenges related to 26

5757 conducting such study and an anticipated timeline 1
5858 for completion of such study and publication of re-2

6060 (2) not later than 1 year after publication of 4
6161 such results, a report describing such results and 5
6262 any ongoing or planned activities of the Secretary to 6
6363 support or conduct further research and, as appro-7
6464 priate, otherwise address such results. 8

6666 UTHORIZATION OFAPPROPRIATIONS.—There is 9
6767 authorized to be appropriated such sums as may be nec-10
6868 essary for fiscal year 2026, to remain available until Sep-11
6969 tember 30, 2030, to carry out this Act. 12
