6262 OLDINGSALARIES INESCROW.— 7

6464 N GENERAL.—If by April 15, 2025, a 8
6565 House of Congress has not agreed to a concurrent 9
6666 resolution on the budget for fiscal year 2026 pursu-10
6767 ant to section 301 of the Congressional Budget Act 11
6868 of 1974, during the period described in paragraph 12
6969 (2) the payroll administrator of that House of Con-13
7070 gress shall deposit in an escrow account all pay-14
7171 ments otherwise required to be made during such 15
7272 period for the compensation of Members of Congress 16
7373 who serve in that House of Congress, and shall re-17
7474 lease such payments to such Members only upon the 18
7575 expiration of such period. 19

7777 ERIOD DESCRIBED.—With respect to a 20
7878 House of Congress, the period described in this 21
7979 paragraph is the period which begins on April 16, 22
8080 2025, and ends on the earlier of— 23

9292 ITHHOLDING AND REMITTANCE OF 6
9393 AMOUNTS FROM PAYMENTS HELD IN ESCROW .—The 7
9494 payroll administrator shall provide for the same 8
9595 withholding and remittance with respect to a pay-9
9696 ment deposited in an escrow account under para-10
9797 graph (1) that would apply to the payment if the 11
9898 payment were not subject to paragraph (1). 12

100100 ELEASE OF AMOUNTS AT END OF THE 13
101101 CONGRESS.—In order to ensure that this section is 14
102102 carried out in a manner that shall not vary the com-15
103103 pensation of Senators or Representatives in violation 16
104104 of the twenty-seventh article of amendment to the 17
105105 Constitution of the United States, the payroll ad-18
106106 ministrator of a House of Congress shall release for 19
107107 payments to Members of that House of Congress 20
108108 any amounts remaining in any escrow account under 21
109109 this section on the last day of the One Hundred 22
110110 Eighteenth Congress. 23

121121 REATMENT OF DELEGATES ASMEMBERS.—In 4
122122 this section, the term ‘‘Member of Congress’’ includes a 5
123123 Delegate or Resident Commissioner to the Congress. 6

125125 AYROLLADMINISTRATOR DEFINED.—In this 7
126126 section, the term ‘‘payroll administrator’’ of a House of 8
127127 Congress means— 9
128128 (1) in the case of the House of Representatives, 10
129129 the Chief Administrative Officer of the House of 11
130130 Representatives, or an employee of the Office of the 12
131131 Chief Administrative Officer who is designated by 13
132132 the Chief Administrative Officer to carry out this 14
133133 section; and 15
134134 (2) in the case of the Senate, the Secretary of 16
135135 the Senate, or an employee of the Office of the Sec-17
136136 retary of the Senate who is designated by the Sec-18
137137 retary to carry out this section. 19
138138 SEC. 202. DETERMINATION OF COMPLIANCE WITH STATU-20
139139 TORY REQUIREMENT TO SUBMIT THE PRESI-21

141141 Not later than 3 days after the President’s budget 23

157157 SEC. 203. NO PAY UPON FAILURE TO TIMELY SUBMIT THE 11
158158 PRESIDENT’S BUDGET TO CONGRESS. 12

160160 NGENERAL.—Notwithstanding any other provi-13
161161 sion of law, no funds may be appropriated or otherwise 14
162162 be made available from the United States Treasury for 15
163163 the pay of the Director of the Office of Management and 16
164164 Budget, the Deputy Director of the Office, or the Deputy 17
165165 Director for Management of the Office during any period 18
166166 of noncompliance determined by the Inspector General of 19
167167 the Office of Personnel Management under section 202. 20

169169 ORETROACTIVEPAY.—The Director of the Of-21
170170 fice of Management and Budget, the Deputy Director of 22
171171 the Office, and the Deputy Director for Management of 23
