3333 URPOSES.—The purposes of this section are— 3
3434 ‘‘(1) to establish, improve, or expand high-qual-4
3535 ity workforce development programs at community 5
3636 colleges; and 6
3737 ‘‘(2) to expand opportunities for individuals to 7
3838 obtain recognized postsecondary credentials that are 8
3939 nationally or regionally portable and stackable for 9
4040 high-skill, high-wage, or in-demand industry sectors 10
4141 or occupations. 11

4343 TRENGTHENING COMMUNITY COLLEGES 12

4545 ORKFORCEDEVELOPMENTGRANTSPROGRAM.— 13
4646 ‘‘(1) I
4747 N GENERAL.—From the amounts appro-14
4848 priated to carry out this section under paragraph (3) 15
4949 and not reserved under paragraph (2), the Secretary 16
5050 shall, on a competitive basis, make grants to eligible 17
5151 institutions to carry out the activities described in 18
5252 subsection (e). 19

5454 ESERVATION.—Of the amounts appro-20
5555 priated to carry out this section under paragraph 21
5656 (3), the Secretary may reserve not more than two 22
5757 percent for the administration of grants awarded 23
5858 under this section, including— 24
5959 ‘‘(A) providing technical assistance and 25
6060 targeted outreach to support eligible institu-26

7171 formance and impact of programs funded under 8
7272 this section in accordance with subsections (f) 9

7575 UTHORIZATION OF APPROPRIATIONS .— 11
7676 There are authorized to be appropriated to carry out 12
7777 this section $65,000,000 for each of the fiscal years 13
7878 2026 through 2031. 14

8282 NITIAL GRANT PERIOD .—Each grant 16
8383 under this section shall be awarded for an initial pe-17
8484 riod of not more than 4 years. 18

8686 UBSEQUENT GRANTS .—An eligible insti-19
8787 tution that receives an initial grant under this sec-20
8888 tion may receive one or more additional grants 21
8989 under this section for additional periods of not more 22
9090 than 4 years each if the eligible institution dem-23
9191 onstrates that, during the most recently completed 24
9292 grant period for a grant received under this section, 25

9797 formance agreed to by the eligible institution with 2
9898 respect to the performance indicators specified in 3

101101 PPLICATION.— 5
102102 ‘‘(1) I
103103 N GENERAL.—To be eligible to receive a 6
104104 grant under this section, an eligible institution shall 7
105105 submit an application to the Secretary at such time 8
106106 and in such manner as the Secretary may require. 9
107107 ‘‘(2) C
108108 ONTENTS.—An application submitted by 10
109109 an eligible institution under paragraph (1) shall in-11
110110 clude a description of each the following: 12
111111 ‘‘(A) The extent to which the eligible insti-13
112112 tution has demonstrated success building part-14
113113 nerships with employers in in-demand industry 15
114114 sectors or occupations to provide students with 16
115115 the skills needed for occupations in such indus-17
116116 tries and an explanation of the results of any 18
117117 such partnerships. 19
118118 ‘‘(B) The methods and strategies the eligi-20
119119 ble institution will use to engage with employers 21
120120 in in-demand industry sectors or occupations, 22
121121 including any arrangements to place individuals 23
122122 who complete the workforce development pro-24

128128 ‘‘(C) The proposed eligible institution and 3
129129 industry partnership that the eligible institution 4
130130 will establish or maintain to comply with sub-5
131131 section (e)(1), including— 6
132132 ‘‘(i) the roles and responsibilities of 7
133133 each employer, organization, agency, or in-8
134134 stitution of higher education that the eligi-9
135135 ble institution will partner with to carry 10
136136 out the activities under this section; and 11
137137 ‘‘(ii) the needs that will be addressed 12
138138 by such eligible institution and industry 13
139139 partnership. 14
140140 ‘‘(D) One or more industries that such 15
141141 partnership will target and real-time labor mar-16
142142 ket data demonstrating that those industries 17
143143 are aligned with employer demand in the geo-18
144144 graphic area to be served by the eligible institu-19
145145 tion. 20
146146 ‘‘(E) The extent to which the eligible insti-21
147147 tution can— 22
148148 ‘‘(i) leverage additional resources to 23
149149 support the programs to be funded with 24
150150 the grant, which shall include written com-25

155155 funds for the proposed programs; and 2
156156 ‘‘(ii) demonstrate the future sustain-3
157157 ability of each such program. 4
158158 ‘‘(F) The steps the institution will take to 5
159159 ensure the high quality of each program to be 6
160160 funded with the grant, including the career 7
161161 pathways within such programs. 8
162162 ‘‘(G) The population and geographic area 9
163163 to be served by the eligible institution, including 10
164164 the number of individuals the eligible institution 11
165165 intends to serve during the grant period. 12
166166 ‘‘(H) The workforce development programs 13
167167 to be supported by the grant. 14
168168 ‘‘(I) The recognized postsecondary creden-15
169169 tials that are expected to be earned by partici-16
170170 pants in such workforce development programs 17
171171 and the related high-wage, high skill, or in-de-18
172172 mand industry sectors or occupations for which 19
173173 such programs will prepare participants. 20
174174 ‘‘(J) The evidence upon which the edu-21
175175 cation and skills development strategies to be 22
176176 used in such workforce development programs 23
177177 are based and an explanation of how such evi-24

182182 improve education and employment outcomes. 2
183183 ‘‘(K) How activities of the eligible institu-3
184184 tion are expected to align with the workforce 4
185185 strategies identified in— 5
186186 ‘‘(i) any State plan or local plan sub-6
187187 mitted under this Act by the State, out-7
188188 lying area, or locality in which the eligible 8
189189 institution is expected to operate; 9
190190 ‘‘(ii) any State plan submitted under 10
191191 section 122 of the Carl D. Perkins Career 11
192192 and Technical Education Act of 2006 (20 12
193193 U.S.C. 2342) by such State or outlying 13
194194 area; and 14
195195 ‘‘(iii) any economic development plan 15
196196 of the chief executive of such State or out-16
197197 lying area. 17
198198 ‘‘(L) The goals of the eligible institution 18
199199 with respect to— 19
200200 ‘‘(i) capacity building (as described in 20
201201 subsection (f)(1)(B)); and 21
202202 ‘‘(ii) the expected performance of indi-22
203203 viduals participating in the programs to be 23
204204 offered by the eligible institution, including 24
205205 with respect to any performance indicators 25

212212 ONSIDERATION OF PREVIOUS EXPERI -3
213213 ENCE.—The Secretary may not disqualify an eligible 4
214214 institution from receiving a grant under this section 5
215215 solely because such institution lacks previous experi-6
216216 ence in building partnerships, as described in para-7
217217 graph (2)(A). 8
218218 ‘‘(4) P
219219 RIORITY.—In awarding grants under this 9
220220 section, the Secretary shall give priority to eligible 10
221221 institutions that— 11
222222 ‘‘(A) will use the grant to serve— 12
223223 ‘‘(i) individuals with barriers to em-13
224224 ployment; or 14
225225 ‘‘(ii) incumbent workers who need to 15
226226 gain or improve foundational skills to en-16
227227 hance their employability; 17
228228 ‘‘(B) use competency-based assessments to 18
229229 award academic credit for prior learning for 19
230230 programs supported by the grant, such as any 20
231231 competency-based assessment developed and 21
232232 identified by the State in which the eligible in-22
233233 stitution is located, in coordination with indus-23
234234 try organizations, employers (including small 24
235235 and mid-sized employers), industry or sector 25

239239 partnerships, training providers, local boards, 1
240240 and institutions of higher education; and 2
241241 ‘‘(C) have, or will seek to have, the career 3
242242 education programs supported by the grant in-4
243243 cluded on the list of eligible providers of train-5
244244 ing services under section 122 for the State in 6
245245 which the eligible institution is located. 7
246246 ‘‘(e) U
247247 SES OFFUNDS.— 8
248248 ‘‘(1) E
249249 LIGIBLE INSTITUTION AND INDUSTRY 9
250250 PARTNERSHIP.—For the purpose of carrying out the 10
251251 activities specified in paragraphs (2) and (3), an eli-11
252252 gible institution that receives a grant under this sec-12
253253 tion shall establish a partnership (or continue an ex-13
254254 isting partnership) with one or more employers in an 14
255255 in-demand industry sector or occupation (in this sec-15
256256 tion referred to as an ‘eligible institution and indus-16
257257 try partnership’) and shall maintain such partner-17
258258 ship for the duration of the grant period. The eligi-18
259259 ble institution shall ensure that the partnership— 19
260260 ‘‘(A) targets one or more specific high- 20
261261 skill, high-wage, or in-demand industries; 21
262262 ‘‘(B) includes collaboration with the work-22
263263 force development system; 23

267267 ‘‘(C) serves adult and dislocated workers, 1
268268 incumbent workers, and new entrants to the 2
269269 workforce; 3
270270 ‘‘(D) uses an evidence-based program de-4
271271 sign that is appropriate for the activities carried 5
272272 out by the partnership; 6
273273 ‘‘(E) incorporates work-based learning op-7
274274 portunities, as defined in section 3 of the Carl 8
275275 D. Perkins Career and Technical Education Act 9
276276 of 2006 (20 U.S.C. 2302); and 10
277277 ‘‘(F) incorporates, to the extent appro-11
278278 priate, virtual service delivery to facilitate tech-12
279279 nology-enabled learning. 13
280280 ‘‘(2) R
281281 EQUIRED ACTIVITIES.—An eligible insti-14
282282 tution that receives a grant under this section shall, 15
283283 in consultation with the employers in the eligible in-16
284284 stitution and industry partnership described in para-17
285285 graph (1)— 18
286286 ‘‘(A) establish, improve, or expand high 19
287287 quality, evidence-based workforce development 20
288288 programs, career pathway programs, or work- 21
289289 based learning programs (including apprentice-22
290290 ship programs or preapprenticeships); 23
291291 ‘‘(B) provide career services to individuals 24
292292 participating in the programs funded with the 25

297297 pletion, which may include— 2
298298 ‘‘(i) career navigation, coaching, 3
299299 mentorship, and case management serv-4
300300 ices, including providing information and 5
301301 outreach to individuals with barriers to 6
302302 employment to encourage such individuals 7
303303 to participate in programs funded with the 8
304304 grant; and 9
305305 ‘‘(ii) providing access to course mate-10
306306 rials, technological devices, required equip-11
307307 ment, and other supports necessary for 12
308308 participation in and successful completion 13
309309 of such programs; and 14
310310 ‘‘(C) make available, in a format that is 15
311311 open, searchable, and easily comparable, infor-16
312312 mation on— 17
313313 ‘‘(i) curricula and recognized postsec-18
314314 ondary credentials offered through pro-19
315315 grams funded with the grant, including 20
316316 any curricula or credentials created or fur-21
317317 ther developed using such grant, which for 22
318318 each recognized postsecondary credential, 23
319319 shall include— 24

324324 credential; 2
325325 ‘‘(II) any third-party endorse-3
326326 ments of such credential; 4
327327 ‘‘(III) the occupations for which 5
328328 the credential prepares individuals; 6
329329 ‘‘(IV) the skills and competencies 7
330330 necessary to achieve to earn such cre-8
331331 dential; 9
332332 ‘‘(V) the level of mastery of such 10
333333 skills and competencies (including how 11
334334 mastery is assessed); and 12
335335 ‘‘(VI) any transfer value or 13
336336 stackability of the credential; 14
337337 ‘‘(ii) any skills or competencies devel-15
338338 oped by individuals who participate in such 16
339339 programs beyond the skills and com-17
340340 petencies identified as part of the recog-18
341341 nized postsecondary credential awarded; 19
342342 and 20
343343 ‘‘(iii) related employment and earn-21
344344 ings outcomes on the primary indicators of 22
345345 performance described in subclauses (I) 23
346346 through (III) of section 116(b)(2)(A)(i), 24

352352 ‘‘(I) substituting ‘second’ for 3
353353 ‘fourth’; and 4
354354 ‘‘(II) as if ‘and remain in unsub-5
355355 sidized employment during the fourth 6
356356 quarter after exit from the program’ 7
357357 were inserted after ‘the program’. 8
358358 ‘‘(3) A
359359 DDITIONAL ACTIVITIES.—In addition to 9
360360 the activities required under paragraph (2), an eligi-10
361361 ble institution that receives a grant under this sec-11
362362 tion shall, in consultation with the employers in the 12
363363 eligible institution and industry partnership de-13
364364 scribed in paragraph (1), carry out one or more of 14
365365 the following activities: 15
366366 ‘‘(A) Establish, improve, or expand— 16
367367 ‘‘(i) articulation agreements (as de-17
368368 fined in section 486A(a) of the Higher 18
369369 Education Act of 1965 (20 U.S.C. 19
370370 1093a(a))); 20
371371 ‘‘(ii) credit transfer agreements; 21
372372 ‘‘(iii) corequisite remediation pro-22
373373 grams that enable a student to receive re-23
374374 medial education services while enrolled in 24
375375 a postsecondary course rather than requir-25

380380 cation before enrolling in a such a course; 2
381381 ‘‘(iv) dual or concurrent enrollment 3
382382 programs; 4
383383 ‘‘(v) competency-based education and 5
384384 assessment; or 6
385385 ‘‘(vi) policies and processes to award 7
386386 academic credit for prior learning or for 8
387387 the programs described in paragraph 9
388388 (2)(A). 10
389389 ‘‘(B) Establish or implement plans for pro-11
390390 viders of the programs described in paragraph 12
391391 (2)(A) to meet the criteria and carry out the 13
392392 procedures necessary to be included on the eli-14
393393 gible training services provider list described in 15
394394 section 122(d). 16
395395 ‘‘(C) Purchase, lease, or refurbish special-17
396396 ized equipment as necessary to carry out such 18
397397 programs, provided that not more than 15 per-19
398398 cent of the funds awarded to the eligible insti-20
399399 tution under this section may be used for activi-21
400400 ties described in this subparagraph. 22
401401 ‘‘(D) Reduce or eliminate unmet financial 23
402402 need relating to the cost of attendance (as de-24
403403 fined under section 472 of the Higher Edu-25

410410 DMINISTRATIVE COST LIMIT.—An eligible 3
411411 institution may use not more than 7 percent of the 4
412412 funds awarded under this section for administrative 5
413413 costs, including costs related to collecting informa-6
414414 tion, analysis, and coordination for purposes of sub-7
415415 section (f). 8
416416 ‘‘(f) P
417417 ERFORMANCE LEVELS AND PERFORMANCE 9
418418 R
419419 EVIEWS.— 10
420420 ‘‘(1) I
421421 N GENERAL.—The Secretary shall develop 11
422422 and implement guidance that establishes the levels 12
423423 of performance that are expected to be achieved by 13
424424 each eligible institution receiving a grant under this 14
425425 section. Such performance levels shall be established 15
426426 on the following indicators: 16
427427 ‘‘(A) Each of the primary indicators of 17
428428 performance for adults described in section 18
429429 116(b), which shall be applied for all individuals 19
430430 who participated in a program that received 20
431431 funding from a grant under this section. 21
432432 ‘‘(B) The extent to which the eligible insti-22
433433 tution built capacity by— 23
434434 ‘‘(i) increasing the breadth and depth 24
435435 of employer engagement and investment in 25

440440 demand industry sectors and occupations 2
441441 targeted by the eligible institution and in-3
442442 dustry partnership established or main-4
443443 tained by the eligible institution under sub-5
444444 section (e)(1); 6
445445 ‘‘(ii) designing or implementing new 7
446446 and accelerated instructional techniques or 8
447447 technologies, including the use of advanced 9
448448 online and technology-enabled learning 10
449449 (such as immersive technology); and 11
450450 ‘‘(iii) increasing program and policy 12
451451 alignment across systems and decreasing 13
452452 duplicative services or service gaps. 14
453453 ‘‘(C) With respect to individuals who par-15
454454 ticipated in a workforce development program 16
455455 funded with the grant— 17
456456 ‘‘(i) the percentage of participants 18
457457 who successfully completed the program; 19
458458 and 20
459459 ‘‘(ii) of the participants who were in-21
460460 cumbent workers at the time of enrollment 22
461461 in the program, the percentage who ad-23
462462 vanced into higher level positions during or 24
463463 after completing the program. 25

470470 ONSIDERATION.—In developing per-3
471471 formance levels in accordance with paragraph 4
472472 (1), the Secretary shall take into consideration 5
473473 the goals of the eligible institution pursuant to 6
474474 subsection (d)(2)(L). 7

476476 ETERMINATION.—After completing 8
477477 the consideration required under subparagraph 9
478478 (A), the Secretary shall separately determine 10
479479 the performance levels that will apply to each 11
480480 eligible institution, taking into account— 12

541541 tiveness of the eligible institutions receiving a grant 10

544544 LEMENTS.—The evaluation of the effec-12
545545 tiveness of eligible institutions conducted under 13
546546 paragraph (1) shall include an assessment of the 14
547547 general effectiveness of programs and activities sup-15
548548 ported by the grants awarded to such eligible insti-16
549549 tutions under this section, including the extent to 17
550550 which the programs and activities— 18
551551 ‘‘(A) developed new, or expanded existing, 19
552552 successful industry sector strategies, including 20
553553 the extent to which such eligible institutions 21
554554 deepened employer engagement and developed 22
555555 workforce development programs that met in-23
556556 dustry skill needs; 24

573573 ‘‘(D) assisted individuals with finding, re-14
574574 taining, or advancing in employment; 15
575575 ‘‘(E) assisted individuals with earning rec-16
576576 ognized postsecondary credentials; and 17
577577 ‘‘(F) provided equal access to various de-18
578578 mographic groups, including people of different 19
579579 geographic locations, ages, races, national ori-20
580580 gins, and sexes. 21

582582 ESIGN REQUIREMENTS .—The evaluation 22
583583 under this subsection shall— 23

600600 shall make available on a publicly accessible website 11
601601 of the Department of Labor any data collected as 12
602602 part of the evaluation under this subsection. Such 13
603603 data shall be made available in an aggregated for-14
604604 mat that does not reveal personally identifiable in-15
605605 formation and that ensures compliance with relevant 16
606606 Federal laws, including section 444 of the General 17
607607 Education Provisions Act (commonly known as the 18
608608 ‘Family Educational Rights and Privacy Act of 19
609609 1974’) (20 U.S.C. 1232g). 20
