2020 SECTION 1. SHORT TITLE AND PURPOSE. 3

2222 HORTTITLE.—This Act may be cited as the 4
2323 ‘‘Make Gaza Great Again Act’’. 5

2525 URPOSE.—The purpose of this Act is to specifi-6
2626 cally ensure the cooperation of Middle Eastern states, ex-7
2727 cluding the State of Israel, in offering humanitarian entry 8
2828 to Palestinians from Gaza. 9

3636 MPOSITION OF SANCTIONS.—Notwithstanding 4
3737 any other provision of law, the President may impose the 5
3838 sanctions described in subsection (c) with respect to each 6
3939 foreign person included in the most recent list submitted 7
4040 pursuant to subsection (b). 8

4242 IST OFPERSONS.— 9

4444 N GENERAL.—Not later than 60 days after 10
4545 the date of enactment of this Act, the President 11
4646 shall submit to the appropriate congressional com-12
4747 mittees a list of foreign persons charged with rep-13
4848 resentation of a foreign government who have re-14
4949 jected a request from the President to grant human-15
5050 itarian entry to Palestinians from Gaza. 16
5151 (2) U
5252 PDATES OF LISTS.—The President shall 17
5353 submit to the appropriate congressional committees 18
5454 an updated list under paragraph (1)— 19
5555 (A) not later than 180 days after the date 20
5656 of enactment of this Act and annually there-21
5757 after for 5 years; or 22
5858 (B) as new information becomes available. 23

6060 ORM.—The list required by paragraph (1) 24
6161 shall be submitted in unclassified form, but may in-25
6262 clude a classified annex. 26

6969 LOCKING OF PROPERTY .—The President 3
7070 shall exercise all of the powers granted to the Presi-4
7171 dent by the International Emergency Economic 5
7272 Powers Act (50 U.S.C. 1701 et seq.) (except that 6
7373 the requirements of section 202 of such Act shall 7
7474 not apply) to the extent necessary to block and pro-8
7575 hibit all transactions in property and interests in 9
7676 property of the person if such property and interests 10
7777 in property are in the United States, come within 11
7878 the United States, or are or come within the posses-12
7979 sion or control of a United States person. 13

8181 NADMISSIBILITY OF CERTAIN INDIVID -14
8282 UALS.— 15
8383 (A) I
8484 NELIGIBILITY FOR VISAS, ADMISSION, 16
8585 OR PAROLE.—A foreign person included in the 17
8686 most recent list submitted pursuant to sub-18
8787 section (b) is— 19
8888 (i) inadmissible to the United States; 20
8989 (ii) ineligible to receive a visa or other 21
9090 documentation to enter the United States; 22
9191 and 23
9292 (iii) otherwise ineligible to be admitted 24
9393 or paroled into the United States or to re-25

9898 tion and Nationality Act (8 U.S.C. 1101 et 2
9999 seq.). 3

101101 URRENT VISAS REVOKED .—A foreign 4
102102 person described in subparagraph (A) is also 5
103103 subject to the following: 6
104104 (i) Revocation of any visa or other 7
105105 entry documentation regardless of when 8
106106 the visa or other entry documentation is or 9
107107 was issued. 10
108108 (ii) A revocation under clause (i) shall 11
109109 take effect immediately and automatically 12
110110 cancel any other valid visa or entry docu-13
111111 mentation that is in the foreign person’s 14
112112 possession. 15
113113 (d) P
114114 ENALTIES.—The penalties provided for in sub-16
115115 sections (b) and (c) of section 206 of the International 17
116116 Emergency Economic Powers Act (50 U.S.C. 1705) shall 18
117117 apply to a person who violates, attempts to violate, con-19
118118 spires to violate, or causes a violation of regulations pro-20
119119 mulgated to carry out subsection (a) to the same extent 21
120120 that such penalties apply to a person who commits an un-22
121121 lawful act described in section 206(a) of that Act. 23

126126 RITY.—The following activities shall be exempt from sanc-2
127127 tions under this section: 3
128128 (1) Activities subject to the reporting require-4
129129 ments under title V of the National Security Act of 5
130130 1947 (50 U.S.C. 3091 et seq.). 6
131131 (2) Any authorized intelligence or law enforce-7
132132 ment activities of the United States. 8
133133 (f) W
134134 AIVER.—The President may, on a case-by-case 9
135135 basis, waive the imposition of any sanction or any require-10
136136 ment under this section if the President— 11
137137 (1) determines that such a waiver is in the na-12
138138 tional interest of the United States; and 13
139139 (2) not later than 120 days after the date on 14
140140 which the President imposes the sanctions described 15
141141 in subsection (a), and every 120 days thereafter 16
142142 until the date of termination under subsection (g), 17
143143 the President shall submit to the appropriate con-18
144144 gressional committees a classified report on the ex-19
145145 tent to which the President has used the waiver au-20
146146 thority under paragraph (1) during the period cov-21
147147 ered by that report. 22

149149 UNSET.—The authority to impose sanctions 23
150150 under this section shall terminate on the date that is 5 24
151151 years after the date of enactment of this Act. 25

157157 EFINED.—In this Act, the term ‘‘appropriate congres-2
158158 sional committees’’ means— 3
159159 (1) the Committee on Foreign Affairs of the 4
160160 House of Representatives; and 5
161161 (2) the Committee on Foreign Relations of the 6
162162 Senate. 7
163163 SEC. 3. SUSPENSION OF MAJOR NON-NATO ALLY DESIGNA-8
164164 TION AND FOREIGN ASSISTANCE. 9
165165 (a) I
166166 NGENERAL.—The President may suspend a des-10
167167 ignation made pursuant to section 517(a)(1) of the For-11
168168 eign Assistance Act of 1961 (22 U.S.C. 2321k(a)(1)) and 12
169169 suspend any and all forms of foreign assistance, to include 13
170170 security assistance, for any country whose government has 14
171171 declined a request by the President to offer humanitarian 15
172172 entry to Palestinians from Gaza. 16
173173 (b) T
174174 ERMINATION.—The President may, concurrent 17
175175 with written notice to the appropriate congressional com-18
176176 mittees, terminate any suspension made pursuant to sub-19
177177 section (a). 20
178178 SEC. 4. RULE OF CONSTRUCTION. 21
179179 Nothing in this Act may be construed to apply to 22
180180 Israel or any national of the State of Israel. 23
