18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE AND PURPOSE. 3
21	21	(a) S
22	22	HORTTITLE.—This Act may be cited as the 4
23	23	‘‘Make Gaza Great Again Act’’. 5
24	24	(b) P
25	25	URPOSE.—The purpose of this Act is to specifi-6
26	26	cally ensure the cooperation of Middle Eastern states, ex-7
27	27	cluding the State of Israel, in offering humanitarian entry 8
28	28	to Palestinians from Gaza. 9

32	32	SEC. 2. IMPOSITION OF SANCTIONS ON FOREIGN PERSONS 1
33	33	FAILING TO COOPERATE WITH THE UNITED 2
34	34	STATES. 3
35	35	(a) I
36	36	MPOSITION OF SANCTIONS.—Notwithstanding 4
37	37	any other provision of law, the President may impose the 5
38	38	sanctions described in subsection (c) with respect to each 6
39	39	foreign person included in the most recent list submitted 7
40	40	pursuant to subsection (b). 8
41	41	(b) L
42	42	IST OFPERSONS.— 9
43	43	(1) I
44	44	N GENERAL.—Not later than 60 days after 10
45	45	the date of enactment of this Act, the President 11
46	46	shall submit to the appropriate congressional com-12
47	47	mittees a list of foreign persons charged with rep-13
48	48	resentation of a foreign government who have re-14
49	49	jected a request from the President to grant human-15
50	50	itarian entry to Palestinians from Gaza. 16
51	51	(2) U
52	52	PDATES OF LISTS.—The President shall 17
53	53	submit to the appropriate congressional committees 18
54	54	an updated list under paragraph (1)— 19
55	55	(A) not later than 180 days after the date 20
56	56	of enactment of this Act and annually there-21
57	57	after for 5 years; or 22
58	58	(B) as new information becomes available. 23

60	60	ORM.—The list required by paragraph (1) 24
61	61	shall be submitted in unclassified form, but may in-25
62	62	clude a classified annex. 26

66	66	(c) SANCTIONSDESCRIBED.—The sanctions de-1
67	67	scribed in this subsection are the following: 2
68	68	(1) B
69	69	LOCKING OF PROPERTY .—The President 3
70	70	shall exercise all of the powers granted to the Presi-4
71	71	dent by the International Emergency Economic 5
72	72	Powers Act (50 U.S.C. 1701 et seq.) (except that 6
73	73	the requirements of section 202 of such Act shall 7
74	74	not apply) to the extent necessary to block and pro-8
75	75	hibit all transactions in property and interests in 9
76	76	property of the person if such property and interests 10
77	77	in property are in the United States, come within 11
78	78	the United States, or are or come within the posses-12
79	79	sion or control of a United States person. 13

81	81	NADMISSIBILITY OF CERTAIN INDIVID -14
82	82	UALS.— 15
83	83	(A) I
84	84	NELIGIBILITY FOR VISAS, ADMISSION, 16
85	85	OR PAROLE.—A foreign person included in the 17
86	86	most recent list submitted pursuant to sub-18
87	87	section (b) is— 19
88	88	(i) inadmissible to the United States; 20
89	89	(ii) ineligible to receive a visa or other 21
90	90	documentation to enter the United States; 22
91	91	and 23
92	92	(iii) otherwise ineligible to be admitted 24
93	93	or paroled into the United States or to re-25

97	97	ceive any other benefit under the Immigra-1
98	98	tion and Nationality Act (8 U.S.C. 1101 et 2
99	99	seq.). 3

101	101	URRENT VISAS REVOKED .—A foreign 4
102	102	person described in subparagraph (A) is also 5
103	103	subject to the following: 6
104	104	(i) Revocation of any visa or other 7
105	105	entry documentation regardless of when 8
106	106	the visa or other entry documentation is or 9
107	107	was issued. 10
108	108	(ii) A revocation under clause (i) shall 11
109	109	take effect immediately and automatically 12
110	110	cancel any other valid visa or entry docu-13
111	111	mentation that is in the foreign person’s 14
112	112	possession. 15
113	113	(d) P
114	114	ENALTIES.—The penalties provided for in sub-16
115	115	sections (b) and (c) of section 206 of the International 17
116	116	Emergency Economic Powers Act (50 U.S.C. 1705) shall 18
117	117	apply to a person who violates, attempts to violate, con-19
118	118	spires to violate, or causes a violation of regulations pro-20
119	119	mulgated to carry out subsection (a) to the same extent 21
120	120	that such penalties apply to a person who commits an un-22
121	121	lawful act described in section 206(a) of that Act. 23

125	125	(e) EXCEPTIONTOCOMPLYWITHNATIONALSECU-1
126	126	RITY.—The following activities shall be exempt from sanc-2
127	127	tions under this section: 3
128	128	(1) Activities subject to the reporting require-4
129	129	ments under title V of the National Security Act of 5
130	130	1947 (50 U.S.C. 3091 et seq.). 6
131	131	(2) Any authorized intelligence or law enforce-7
132	132	ment activities of the United States. 8
133	133	(f) W
134	134	AIVER.—The President may, on a case-by-case 9
135	135	basis, waive the imposition of any sanction or any require-10
136	136	ment under this section if the President— 11
137	137	(1) determines that such a waiver is in the na-12
138	138	tional interest of the United States; and 13
139	139	(2) not later than 120 days after the date on 14
140	140	which the President imposes the sanctions described 15
141	141	in subsection (a), and every 120 days thereafter 16
142	142	until the date of termination under subsection (g), 17
143	143	the President shall submit to the appropriate con-18
144	144	gressional committees a classified report on the ex-19
145	145	tent to which the President has used the waiver au-20
146	146	thority under paragraph (1) during the period cov-21
147	147	ered by that report. 22
148	148	(g) S
149	149	UNSET.—The authority to impose sanctions 23
150	150	under this section shall terminate on the date that is 5 24
151	151	years after the date of enactment of this Act. 25

157	157	EFINED.—In this Act, the term ‘‘appropriate congres-2
158	158	sional committees’’ means— 3
159	159	(1) the Committee on Foreign Affairs of the 4
160	160	House of Representatives; and 5
161	161	(2) the Committee on Foreign Relations of the 6
162	162	Senate. 7
163	163	SEC. 3. SUSPENSION OF MAJOR NON-NATO ALLY DESIGNA-8
164	164	TION AND FOREIGN ASSISTANCE. 9
165	165	(a) I
166	166	NGENERAL.—The President may suspend a des-10
167	167	ignation made pursuant to section 517(a)(1) of the For-11
168	168	eign Assistance Act of 1961 (22 U.S.C. 2321k(a)(1)) and 12
169	169	suspend any and all forms of foreign assistance, to include 13
170	170	security assistance, for any country whose government has 14
171	171	declined a request by the President to offer humanitarian 15
172	172	entry to Palestinians from Gaza. 16
173	173	(b) T
174	174	ERMINATION.—The President may, concurrent 17
175	175	with written notice to the appropriate congressional com-18
176	176	mittees, terminate any suspension made pursuant to sub-19
177	177	section (a). 20
178	178	SEC. 4. RULE OF CONSTRUCTION. 21
179	179	Nothing in this Act may be construed to apply to 22
180	180	Israel or any national of the State of Israel. 23
