2121 Recovery, Investment, and Treatment Act’’. 5

2929 (1) IN GENERAL.—The Assistant Secretary for 1
3030 Mental Health and Substance Use shall award 2
3131 grants to the States to address gambling addiction 3
3232 in amounts determined in accordance with para-4
3333 graph (2). 5

3535 ETERMINATION OF AMOUNT .—The Assist-6
3636 ant Secretary for Mental Health and Substance Use 7
3737 shall— 8
3838 (A) allocate the total amount of funds 9
3939 awarded as grants under paragraph (1) among 10
4040 the States for a fiscal year in the same ratios 11
4141 as the Assistant Secretary allocates the total 12
4242 amount of block grants for prevention and 13
4343 treatment of substance abuse under subpart II 14
4444 of part B of title XIX of the Public Health 15
4545 Service Act (42 U.S.C. 300x–21 et seq.) among 16
4646 the States for such fiscal year; and 17
4747 (B) if any State fails to apply for a grant 18
4848 under this subsection for such fiscal year, re-19
4949 allocate the amount that would otherwise be 20
5050 awarded to such State among the States that 21
5151 do so apply in proportion to the amounts allo-22
5252 cated to such States under subparagraph (A). 23

5454 EFINITION.—In this subsection, the term 24

6262 ATIONALINSTITUTE ONDRUGABUSE.—The 3
6363 Director of the National Institute on Drug Abuse may 4
6464 award grants to support research on gambling addiction. 5

6666 EPORT.—Not later than 3 years after the date 6
6767 of enactment of this Act, the Secretary of Health and 7
6868 Human Services shall submit a report to the Congress on 8
6969 the effectiveness of the programs and activities carried out 9
7070 pursuant to subsections (a) and (b). 10

7272 UTHORIZATION OF APPROPRIATIONS.—There 11
7373 are authorized to be appropriated for each of fiscal years 12
7474 2025 through 2034— 13
7575 (1) to carry out subsection (a), the amount that 14
7676 is 37.5 percent of the amount estimated by the Sec-15
7777 retary of the Treasury as being equal to the amount 16
7878 of taxes received under section 4401(a)(1) of the In-17
7979 ternal Revenue Code of 1986 during the preceding 18
8080 fiscal year; and 19
8181 (2) to carry out subsection (b), the amount that 20
8282 is 12.5 percent of such amount estimated by the 21
8383 Secretary of the Treasury. 22
