A BILL 
To establish a penalty for the Department of Housing and 
Urban Development for failure to enforce compliance 
with the public housing community service and self-suffi-
ciency requirement under law, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Free Rent for Free-4
loaders Act of 2025’’. 5

SEC. 2. MONITORING COMPLIANCE. 1
(a) I
NGENERAL.—The Inspector General of the De-2
partment of Housing and Urban Development shall, on 3
an annual basis and for each public housing agency (as 4
such term is defined in section 3(b) of the United States 5
Housing Act of 1937 (42 U.S.C. 1437a(b)))— 6
(1) monitor the extent of noncompliance with 7
the requirements under section 12(c) of such Act 8
(42 U.S.C. 1437j(c)); and 9
(2) determine the aggregate amount provided in 10
Federal subsidies for all public housing dwelling 11
units that were occupied by tenants who were not in 12
compliance with such requirements. 13
(b) P
UBLICATION.—Not later than September 30 of 14
each fiscal year, the Inspector General of the Department 15
of Housing and Urban Development shall cause to be pub-16
lished in the Federal Register a statement of the amount 17
determined for such fiscal year pursuant to subsection 18
(a)(2). 19
SEC. 3. RESCISSION OF AMOUNTS FROM HUD MANAGE-20
MENT AND ADMINISTRATION ACCOUNT. 21
(a) I
NGENERAL.—In each fiscal year, on October 15 22
or the date specified in subsection (b), whichever occurs 23
later, there is rescinded, from amounts made available for 24
such fiscal year for the Management and Administration 25
account of the Department of Housing and Urban Devel-26

opment, an amount equal to the amount published pursu-1
ant to section 2(b) for the preceding fiscal year. 2
(b) L
ATEAPPROPRIATIONS.—In the case of any fis-3
cal year for which a general appropriation Act for the De-4
partment of Housing and Urban Development that pro-5
vides funds for the Management and Administration ac-6
count of such Department has not been enacted before Oc-7
tober 15, the date specified in this subsection shall be the 8
date of the enactment of such a general appropriation Act. 9
