as fall within the jurisdiction of the committee concerned 
A BILL 
To require that a State be ineligible to receive funds under 
certain Federal programs unless the State has in effect 
a State law restricting the purchase of agricultural land 
by certain foreign persons, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Stop China’s Contin-2
uous Purchase of Land Act’’ or the ‘‘Stop CCP Land 3
Act’’. 4
SEC. 2. RESTRICTING THE PURCHASE OF AGRICULTURAL 5
LAND BY FOREIGN PERSONS. 6
(a) E
LIGIBILITYTORECEIVECOVEREDPROGRAM 7

UNDS.—Beginning on the date that is 1 year after the 8
date of the enactment of this Act, a State may not receive 9
covered program funds unless that State has in effect a 10
State law— 11
(1) prohibiting each covered foreign country (or 12
a person acting on behalf of a covered foreign coun-13
try) from purchasing agricultural land in the State; 14
and 15
(2) requiring that persons from a covered for-16
eign country that hold agricultural land in the State 17
prior to the date of the enactment of the State law 18
described in paragraph (1) annually submit a report 19
to the State department of agriculture (or equiva-20
lent) with respect to such agricultural holdings. 21

ECRETARY OF AGRICULTURE REPORT .— 23
Not later than 1 year after the date of the enact-24
ment of this Act, the Secretary of Agriculture shall 25
submit to Congress a report on how the Agricultural 26

Foreign Investment Disclosure Act of 1978 (7 1
U.S.C. 3501 et seq.) should be updated to ensure 2
accurate documentation and monitoring of foreign 3
investment in agricultural land. 4
(2) GAO 
REPORT.—Not later than 90 days 5
after the date of the enactment of this Act, the 6
Comptroller General of the United States shall sub-7
mit to Congress a report that includes— 8
(A) an assessment of the impact of this 9
Act with respect to national security; and 10
(B) any measures that can be taken to bet-11
ter secure real estate in the United States from 12
foreign manipulation. 13
(c) D
EFINITIONS.—In this section: 14
(1) AFIDA 
TERMS.—The terms ‘‘agricultural 15
land’’ and ‘‘foreign person’’ have the meanings given 16
those terms in section 9 of the Agricultural Foreign 17
Investment Disclosure Act of 1978 (7 U.S.C. 3508). 18
(2) C
OVERED FOREIGN COUNTRY .—The term 19
‘‘covered foreign country’’— 20
(A) means a country listed on the State 21
Department’s Defense Trade Control Country 22
Policies List (listed in table 1 to paragraph 23
(d)(1) under section 126.1 of title 22, Code of 24
Federal Regulations); and 25

‘‘covered program funds’’ means funds made avail-3
able under Public Law 117–169 for— 4
(A) Environmental and Climate Data Im-5
provement; 6
(B) Electric Loans for Renewable Energy; 7
(C) Assistance for Distressed Borrowers; 8
(D) the Equity Commission; 9
(E) Assistance and Support for Under-10
served Farmers, Ranchers, and Foresters; 11
(F) the Forest Legacy Program; 12
(G) the Urban and Community Forestry 13
Assistance Program; 14
(H) Home Energy Performance-Based, 15
Whole-House Rebates; 16
(I) the High-Efficiency Electric Home Re-17
bate Program; 18
(J) State-Based Home Efficiency Con-19
tractor Training Grants; 20
(K) Assistance for Latest and Zero Build-21
ing Energy Code Adoption; 22
(L) Investing in Coastal Communities and 23
Climate Resilience; 24
