A BILL
To amend title 18, United States Code, to expand the scope
of the prohibition against video voyeurism.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Victimizers and 4
Offenders from Yielding Explicit Unconsented Recordings 5
Surreptitiously Act of 2025’’ or as the ‘‘Stop VOYEURS 6
Act of 2025’’. 7

SEC. 2. EXPANDED PROHIBITION AGAINST VIDEO 1
VOYEURISM. 2
Section 1801 of title 18, United States Code, is 3
amended— 4
(1) in subsection (a)— 5
(A) by striking ‘‘, in the special maritime 6
and territorial jurisdiction of the United 7
States,’’ and inserting ‘‘, in a circumstance de-8
scribed in subsection (d),’’; and 9
(B) by striking ‘‘imprisoned not more than 10
one year’’ and inserting ‘‘imprisoned not more 11
than 5 years’’; and 12
(2) by adding at the end the following: 13
‘‘(d) C
IRCUMSTANCEDESCRIBED.—For the purposes 14
of subsection (a), the circumstances described in this sub-15
section are that— 16
‘‘(1) the offender or victim traveled in inter-17
state or foreign commerce, or traveled using a 18
means, channel, facility, or instrumentality of inter-19
state or foreign commerce, in furtherance of or in 20
connection with the conduct described in subsection 21
(a); 22
‘‘(2) the offender used a means, channel, facil-23
ity, or instrumentality of interstate or foreign com-24
merce in furtherance of or in connection with the 25
conduct described in subsection (a); 26

‘‘(3) any payment of any kind was made, di-1
rectly or indirectly, in furtherance of or in connec-2
tion with the conduct described in subsection (a) 3
using any means, channel, facility, or instrumen-4
tality of interstate or foreign commerce or in or af-5
fecting interstate or foreign commerce; 6
‘‘(4) the offender transmitted in interstate or 7
foreign commerce any communication relating to or 8
in furtherance of the conduct described in subsection 9
(a) using any means, channel, facility, or instrumen-10
tality of interstate or foreign commerce or in or af-11
fecting interstate or foreign commerce by any means 12
or in manner, including by computer, mail, wire, or 13
electromagnetic transmission; 14
‘‘(5) any equipment, item, or other object that 15
has traveled in interstate or foreign commerce was 16
used to perform the conduct described in subsection 17
(a); 18
‘‘(6) the conduct described in subsection (a) oc-19
curred within the special maritime and territorial ju-20
risdiction of the United States, or any territory or 21
possession of the United States; or 22

‘‘(7) the conduct described in subsection (a) 1
otherwise occurred in or affected interstate or for-2
eign commerce.’’. 3
