20	20	To prohibit certain sex offenders from entering or using
21	21	the services of certain emergency shelters, to authorize
22	22	the Administrator of the Federal Emergency Manage-
23	23	ment Agency to designate emergency shelters for such
24	24	sex offenders, and for other purposes.
25	25	Be it enacted by the Senate and House of Representa-1
26	26	tives of the United States of America in Congress assembled, 2
27	27	SECTION 1. SHORT TITLE. 3
28	28	This Act may be cited as the ‘‘Safe Shelters Act of 4
29	29	2025’’. 5

33	33	SEC. 2. EMERGENCY SHELTERS FOR SEX OFFENDERS. 1

38	38	N GENERAL.—Except for the purpose of 4
39	39	seeking information on designated shelters, a cov-5
40	40	ered sex offender may not enter or use the services 6
41	41	of an undesignated shelter. 7
42	42	(2) N
43	43	OTIFICATION.—A covered sex offender 8
44	44	who enters an undesignated shelter shall, imme-9
45	45	diately upon entering such shelter, notify any indi-10
46	46	vidual operating such shelter that such offender is 11
47	47	required to register on the National Sex Offender 12
48	48	Registry. 13

50	50	ROVISION OF INFORMATION .—Upon re-14
51	51	ceiving a notification from a covered sex offender 15
52	52	under paragraph (2), the individual so notified shall 16
53	53	inform such offender of— 17
54	54	(A) any designated shelter; and 18
55	55	(B) the prohibition in paragraph (1). 19

57	57	ENALTY.—Whoever, in or affecting inter-20
58	58	state commerce, being a covered sex offender, know-21
59	59	ingly fails to comply with paragraph (1) or (2) shall 22
60	60	be fined under title 18, United States Code, impris-23
61	61	oned not more than 5 years, or both. 24

65	65	(5) EFFECTIVE DATE.—This subsection shall 1
66	66	take effect 180 days after the date of enactment of 2
67	67	this Act. 3

69	69	ESIGNATEDSHELTERS FOR SEXOFFEND-4

71	71	(1) I
72	72	N GENERAL.—The Administrator of the 6
73	73	Federal Emergency Management Agency may, as 7
74	74	necessary, designate a Federal building or Federal 8
75	75	prison from the lists created pursuant to paragraph 9
76	76	(2) as a designated shelter for the duration, as de-10
77	77	termined by the Administrator, of a disaster de-11
78	78	scribed in section 102 of the Robert T. Stafford Dis-12
79	79	aster Relief and Emergency Assistance Act (42 13
80	80	U.S.C. 5122). 14

82	82	ISTS OF BUILDINGS AND PRISONS .—Not 15
83	83	later than 180 days after the date of enactment of 16
84	84	this Act and on an ongoing basis thereafter, the Ad-17
85	85	ministrator of the General Services Administration 18
86	86	and Director of the Bureau of Prisons shall each 19
87	87	make available to the Administrator of the Federal 20
88	88	Emergency Management Agency a list of available 21
89	89	Federal buildings or Federal prisons, as appropriate, 22
90	90	that the Administrator of the Federal Emergency 23
91	91	Management Agency may designate pursuant to 24
92	92	paragraph (1). 25

96	96	(3) DISTRIBUTION OF INFORMATION .—The Ad-1
97	97	ministrator of the Federal Emergency Management 2
98	98	Agency shall make available to each individual oper-3
99	99	ating an undesignated shelter information on each 4
100	100	designated shelter. 5

102	102	EFINITIONS.—In this section: 6
103	103	(1) C
104	104	OVERED SEX OFFENDER .—The term ‘‘cov-7
105	105	ered sex offender’’ means a sex offender who is re-8
106	106	quired to register on the National Sex Offender Reg-9
107	107	istry under section 113 of the Adam Walsh Child 10
108	108	Protection and Safety Act of 2006 (34 U.S.C. 11
109	109	20913). 12

111	111	ESIGNATED SHELTER .—The term ‘‘des-13
112	112	ignated shelter’’ means an emergency shelter that is 14
113	113	designated for use under this section by covered sex 15
114	114	offenders only. 16

116	116	MERGENCY SHELTER .—The term ‘‘emer-17
117	117	gency shelter’’ means a shelter run by the Federal 18
118	118	Emergency Management Agency or a State or local 19
119	119	government in response to a disaster described in 20
120	120	section 102 of the Robert T. Stafford Disaster Relief 21
121	121	and Emergency Assistance Act (42 U.S.C. 5122). 22

123	123	ATIONAL SEX OFFENDER REGISTRY .—The 23
124	124	term ‘‘National Sex Offender Registry’’ means the 24
125	125	national database established under section 119 of 25
